Town Manager's FY2011-2012 Proposed Budget
At an ADMINISTRATIVE BUDGET SESSION of the Town Council of the Town of South Kingstown, County of Washington, in the State of Rhode Island, convened at the Town Hall, in and for said Town on the 9th day of March 2011 at 6:45 PM.

The Pledge of Allegiance is given.
Joe Iacoi, Executive Director, Chamber of Commerce is present and discussion ensues. The Chamber of Commerce requests that the Town Council consider either maintaining funding in the amount of $7,000 plus an additional $4,000 for a restricted holiday decoration account for a total of $11,000; or adopt a full town property real estate and personal property tax exemption for Assessor’s Plat 57-2, Lot 42. It is noted that John Gates and Richard Pike, members of the Chamber are also present.
Discussion ensues relative to funding for South Shore Mental Health. Funding in the amount of $15,000 was requested and funding in the amount of $15,000 is proposed.
Discussion ensues relative to Hospice of Washington County. Funding in the amount of $1,500 was requested and funding in the amount of $1,500 is proposed.
Discussion ensues relative to VNS Home Health Services. Funding in the amount of $25,000 was requested and funding in the amount of $24,000 is proposed.
Keri Strickland, Executive Director, Thundermist South County is present. Funding in the amount $25,000 was requested and funding in the amount of $24,000 is proposed.
Discussion ensues relative to Phoenix/Marathon House. Funding in the amount of $12,000 was requested and funding in the amount of $12,000 is proposed.
Susan Gustaitis, Executive Director, Jonnycake Center of Peace Dale is present. Funding in the amount of $25,000 was requested and funding in the amount of $22,000 is proposed.
Discussion ensues relative to the Cane Daycare Center. Funding in the amount of $10,000 was requested and funding in the amount of $9,000 is proposed.
Discussion ensues relative to South County Community Action. Funding in the amount of $35,000 was requested and funding in the amount of $24,000 is proposed.
Linda Barden, Executive Director, Welcome House of South County is present. Funding in the amount of $8,000 was requested and funding in the amount of $6,000 is proposed.
Discussion ensues relative to the Domestic Violence Resource Center. Funding in the amount of $6,000 was requested and funding in the amount of $5,000 is proposed.
Kevin Barrett, Board President, Education Exchange is present. Funding in the amount of $3,000 was requested and funding in the amount of $2,500 is proposed.
Susan Auburn, Coordinator, Washington County Coalition for Children is present. Funding in the amount of $1,000 was requested and funding in the amount of $400 is proposed. Eileen Stone, member and Executive Director of the South Kingstown Partnership for Prevention is also present.
Discussion ensues relative to the Transfer to Senior Services Program. Funding in the amount of $341,653 is proposed.
Discussion ensues relative to the Municipal Boards and Outside Agencies including the Conservation Commission, Narrow River Preservation Association, the South Kingstown Chamber of Commerce, Peace Dale Neighborhood Revitalization, Washington County Regional Planning Council, South Kingstown Partnership for Prevention, Downtown Merchants Association and the Washington County Community Development Corporation. Level funding is proposed for all of these agencies.
Leslie Chouinard, President, Peace Dale Neighborhood Revitalization is present and discussion ensues.
Eileen Stone, Executive Director, South Kingstown Partnership for Prevention is present and discussion ensues.
Justin Gallant is present and discussion ensues relative to the Downtown Merchants Association.
Vincent Vespia, Jr., Police Chief and Jackie Corea Police Administrative Assistant are present and discussion ensues relative to the Public Safety Program. Funding in the amount of $5,224,206 is proposed for FY 2011-2012, an increase of $137,892 over the current year appropriation.
Ann Marie Mitchell, Animal Shelter Manager is present and discussion ensues relative to the Animal Control Road and Shelter Program. Funding in the amount of $66,461 is proposed for the FY 2011-2012 for the Animal Control Road Program, representing a $944 increase over the current year appropriation. Funding in the amount of $144,946 is proposed for the FY 2011-2012 for the Animal Shelter Program, representing a $7,047 increase compared with the current year appropriation.
Brian Ballou, Communication Superintendent is present and discussion ensues relative to the Communication Department. Funding in the amount of $179,181 is proposed for FY 2011-2012 reflecting a $1,651 increase over the current year.
Discussion ensues relative to Radio Services. Funding in the amount of $5,914 is proposed for FY 2011-2012 representing a $1,614 increase over the current year appropriation.
Barry Ennis, Harbor Master is present and discussion ensues relative to Harbor Patrol. Funding in the amount of $29,945 is proposed for the FY 2011-2012, representing level funding.
Discussion ensues relative to Emergency Medical Services. Funding in the amount of $1,143,121 is proposed for FY 2011-2012, representing a $22,016 increase over the current year appropriation.
Discussion ensues relative to the Fire Company Donation. Level funding in the amount of $3,600 is proposed.
Discussion ensues relative to Municipal Insurance. This account provides for all insurance premiums that are application to the General Fund. Funding in the amount of $196,000 is proposed for FY 2011-2012, representing a decrease of $1,400 compared with the current year appropriation.
Discussion ensues relative to Town Employee Benefits including Unemployment Compensation, Life Insurance, Town FICA, Contribution to Retirement System, Town Health Insurance, and Workers’ Compensation. Funding in the amount of $35,000 is proposed for Unemployment Compensation for FY 2011-2012, representing a decrease of $5,000 compared with the current year appropriation. Funding in the amount of $12,600 is proposed FY 2011-2012 for Life Insurance, representing level funding compared with the current year appropriation. Funding in the amount of $813,017 is proposed for FY 2011-2012 for Town FICA, representing $22,326 more than the current year appropriation. Funding in the amount of $947,568 is proposed FY 2011-2012 for Contribution to Retirement System, representing an increase of $257,890 compared with the current year appropriation. Funding in the amount of $3,021,680 is proposed for FY 2011-2012 for Town Health Insurance, representing an increase of $49,507 compared with the current year appropriation. Funding in the amount of $125,000 is proposed for FY 2011-2012 for Workers’ Compensation, representing a reduction of $25,000 compared with the current year appropriation.
Discussion ensues relative to Town Debt Service. Funding in the amount of $1,215,742 is proposed FY 2011-2012, representing a $17,681 reduction from the current year budget.
Discussion ensues relative to the Capital Improvement Program. Funding in the amount of $1,239,000 is proposed for FY 2011-2012, representing an increase of $18,000 over the current year budget.
Discussion ensues relative to the Contingency Fund. Level funding is proposed in the amount of $65,000 for FY 2011-2012.
Discussion ensues relative to the Governor’s budget.
