1.       Call to Order

by President Carroll at 7:38pm

 

2.       Discussion of Need for Emergency Meeting –

The Council discussed and agreed upon the need for an emergency meeting, as allowed under § 42-46-6(c) of the Open Meetings Act, as this meeting was deemed necessary to address an unexpected occurrence that requires immediate action to protect the public. Specifically, the coronavirus situation, and the Governor’s recommendation that municipalities act to adopt emergency declarations and licensing restrictions, requires immediate action.

 

3.       Discuss and Act on an INTRODUCTION OF: 

Ordinance 2020-7 DECLARATION OF EMERGENCY §2-2-5 EMERGENCY ORDINANCE (Ch. 124 Article III Entertainment/Event Licenses) Motion by Mr. Brier and seconded by Mrs. Hearn to introduce.  Passed unanimously.

Ordinance 2020-7

DECLARATION OF EMERGENCY

Pursuant to Sec. 2-2-5 of the Barrington Home Rule Charter, the Council hereby declares the existence of an emergency. The basis for the Council’s emergency declaration is the danger to health and life posed by the novel coronavirus known as COVID-19, as set forth in Governor Gina Raimondo’s Executive Order 20-02, dated March 9, 2020, declaring a state of emergency, and Executive Order 20-03, dated March 13, 2020, containing a supplemental emergency declaration.

 

Based upon this local declaration of emergency, all entertainment licenses issued under Chapter 124, Article III of the Code of Ordinances are hereby revoked. No new entertainment or event licenses shall be issued. Additionally, for all license types, license holders are restricted from serving or gathering more than 100 patrons at a time.

 

All non-essential public meetings will be cancelled and rescheduled.

 

The Subject to any restrictions of the Charter, the Town Council hereby delegates the all of its authority, with the exception of financial and legislative, to the Town Manager to take any and all actions deemed necessary to address the ongoing emergency. The Town Manager shall report actions taken pursuant to this emergency declaration to the Council and to the public as soon as practicable, including ongoing updates on the Town’s website.

 

This Ordinance shall take effect immediately and remain in full force and effect until April 12, 2020, unless renewed, modified, or terminated by a subsequent ordinance.
