AMEY SPENCER TRUSTEES MEETING
Present: (Town Council sitting as Trustees): President Annelise Conway, Vice President Carl Kustell, Trustee Michael W. Carroll, and Trustee Robert Humm
Also, Present: Town Manager Phil Hervey, Town Solicitor Mike Ursillo and Town Clerk Meredith J. DeSisto
Absent: Trustee Jacob Brier
President Conway called the AMEY TUCKER SPENCER TRUST FUND MEETING to order at 7:01 P.M. President Conway stated that all Trustees are present except for Trustee Brier.
TM Comment: Seeking approval of $30,000 in Spencer Trust funding to fill a contract position that would administer Spencer Trust programs under the supervision of Planning, Building and Resilience Director Teresa Crean. The consultant will be responsible for processing applications for home repair, ADA accessibility projects, and emergent fund requests, as well as assisting with promoting these programs and coordinating with East Bay Community Action Program.
Town Manager Hervey was present to answer any questions regarding the position of the Administrator for the Spencer Trust Fund as described in his memo above. He commented that the RFP will be advertised this week with a hope to hire in November. The current administrator, Debra Page-Trim is still serving in this role and will help with the transition. Mr. Hervey stated that Debra’s salary (part-time) was approximately $22-23,000 but the role has expanded.
VP Kustell questioned if the approval of the candidate will be placed on the Spencer Trust agenda. TM Hervey confirmed that it would require the approval of the Trustees.
Motion by President Carroll and seconded by Vice President Humm to approve up to $30,000 in Spencer Trust funding to engage a qualified consultant to administer the Town’s Spencer Trust programs.
VP Kustell asked that the motion be amended to include, “…with Trustees approval.”
Motion amended by President Carroll and seconded by Vice President Humm to approve up to $30,000 in Spencer Trust funding to engage a qualified consultant to administer the Town’s Spencer Trust programs, with Trustees approval. The motion passed in favor 4-0-0-1, President Conway, Vice President Kustell, Trustee Carroll, and Trustee Humm; no one opposed, no recusals and one (1) abstention, Trustee Brier (absent).
Trustee President Conway thanked Debra Page Trim for stepping up her efforts because of the expanded duties with this position.
There was no one that wished to speak.
Motion by Trustee Carroll and seconded by Trustee Humm to adjourn the Amey Tucker Spencer Trust Fund meeting at 7:05 PM. The motion passed in favor 4-0-0-1, President Conway, Vice President Kustell, Trustee Carroll, and Trustee Humm; no one opposed, no recusals and one abstention, Trustee Brier (absent).
