MINUTES
SPECIAL TOWN COUNCIL MEETING
THURSDAY, FEBRUARY 9, 2023 AT 6:30 P.M.
School Committee Room
Present: President Carl Kustell, Vice President Robert Humm, and Councilman Braxton Medlin
Also Present: Town Manager Phil Hervey
Absent: Councilwoman Kate Berard and Councilwoman Annelise Conway
President Kustell called the meeting to order at 6:35PM
Discuss and Act: Victualling License: Dunkin Donuts, 258 County Road, Barrington, RI. Owner: Barrington Donuts, LLC – David Catua
Motion by President Kustell and seconded by Vice President Humm to grant, but not issue, contingent upon compliance with all state and municipal statures and that all proper paperwork has been filed applicable to each license. The motion passed 3-0-0-2, in favor, President Kustell, Vice President Humm, and Councilman Medlin no one opposed, no recusals, and two (2) abstentions (Councilwoman Kate Berard and Councilwoman Annelise Conway - absent).
Discuss and Act: Town Council to Vote on Stage 1 Resubmission to RIDE (RI Department of Education)
School Committee Chair Patrick McCrann said the School Committee earlier in the day had voted 3-0 in support of submission of the new State 1 application, which includes revisions to the original Stage 1 application such as new pricing documentation, changes to how it addresses needs at the elementary schools, and additional opportunities for public input. School Committee Vice Chair Thomas Peck said the focus is on modernization of schools, including STEM space, while allowing for visioning exercises that involve more of the community.
Council President Kustell asked for clarification on the role of the Town Council in the process going forward. He said that, given the wide-ranging scope of the Stage 1 application, the Council will need to know which specific areas would require Council involvement.
Motion by President Kustell and seconded by Vice President Humm to authorize the Town Council President to support the efforts of the Barrington School Committee, the School Building Committee and the Barrington Public Schools with respect to the RI Department of Education (RIDE) School Building Authority for the submission of the Stage One application for the Necessity of School Construction. The motion passed 3-0-0-2, in favor, President Kustell, Vice President Humm, and Councilman Medlin no one opposed, no recusals, and two (2) abstentions (Councilwoman Kate Berard and Councilwoman Annelise Conway - absent).
