Town Council Goal-Setting Workshop
Meeting Minutes

President Kustell opened meeting at 7:03 pm
In attendance: Council President Carl Kustell, Vice President Rob Humm, Councilor Kate Berard, Councilor Braxton Cloutier
Not present: Annelise Conway
Also present: Philip Hervey, Town Manager; Ali Mitchell, of Lighthouse Consulting (facilitator)
Workshop facilitator Ali Mitchell reviewed the workshop agenda, including a discussion of Council short-term and longer-term goals and actionable strategies, followed by a discussion on improving Council effectiveness and efficiency, and next steps.
She reviewed the results of a short survey emailed to the Council ahead of the workshop. All five Council members responded. The major themes from the survey responses were as follows:
• Climate resiliency
• Housing
• Recreation
• Building and economic development
• Community input and inclusion
After a brief discussion of the themes, the Council added a sixth theme: State and local coordination, including between the Schools and the Town.
Ms. Mitchell facilitated a discussion of each theme, listing goals and actions as described by the Council for Housing, Climate, Recreation (including field), Economic Development, and Communications. She facilitated a discussion of Council efficiency, including the roles and responsibilities of Council liaisons.
Ms. Mitchell will provide a summary report of the meeting to the Town within the two weeks.
For next steps, she encouraged the Council to use the summary report to discuss next steps, including identification of responsible departments/entities, and what’s needed (funding, personnel, etc.)
On a motion by Councilor Cloutier, seconded by Councilor Berard, the Council voted to adjourn the meeting at 9:24 p.m.
