AMEY TUCKER SPENCER TRUST FUND MEETING

TOWN COUNCIL SITTING IN THEIR CAPACITY AS TRUSTEES

 

Present:           (Town Council sitting as Trustees):  President Jordan Jancosek, Vice President Liana Cassar, Trustee Braxton Cloutier, Trustee Kate Berard, and Trustee Kerry O’Neill.

Also, Present:  Town Manager Phil Hervey, Assistant Town Solicitor Amy Goins, Town Clerk Stephanie Bernardo and Deputy Clerk Ingrid Syvertsen

President Jancosek called the AMEY TUCKER SPENCER TRUST FUND MEETING to order at 6:36P.M. 

AGENDA ITEM #2 DISCUSS AND ACT ON:  MINUTES FROM THE SPENCER TRUST MEETING HELD ON JUNE 2, 2025.

  Ø   Motion by Trustee Berard and seconded by Trustee Cloutier approved the minutes of the meeting of the Amey Tucker Spencer Trust Fund meeting on June 2, 2025.  The motion passed in favor 5-0-0-0, President Jancosek, Vice President Cassar, Trustee Berard, Trustee Cloutier and Trustee O’Neill; no one opposed, no recusals and no abstentions.

 

AGENDA ITEM #3 TO APPROVE THE FY2026 SPENCER TRUST BUDGET AS AMENDED

 

Town Manager, Hervey explained that the FY 2026 Spencer Trust Budget of $ 436.500.00 approved at June 2025 meeting was with the understanding that growth in the Trust would be available for expenditure. Unfortunately, the news received from the Town’s wealth manager clarified that the available funding to the Trustees is income generated from interest and dividends each year and the cash balance on hand. So, because of this clarification, the budget needs to be revised.   The agency support total is proposed to remain the same.  The proposed revised budget for home repair, emergent fund, administrator consulting fees, fund management fees and super senior grants would be reduced bringing the proposed revised budget total to $249,000.00 with specific allocations for each program.

 

Councilor Berard voiced concerns about funding assumptions versus the will's intent and requested a legal review before any decisions. Councilwoman Cassar supported seeking legal analysis and asked what funds might be affected by a pause. Councilman Cloutier preferred not to delay current projects and assured ongoing communication. Solicitor Amy Goins saw no issue with extending the discussion to September.

 

  Ø   Motion by Trustee Berard and seconded by President Jancosek to continue this discussion until September and direct legal counsel to provide an opinion to the council. The motion passed in favor 5-0-0-0, President Jancosek, Vice President Cassar, Trustee Berard, Trustee Cloutier and Trustee O’Neill; no one opposed, no recusals and no abstentions

ADJOURN:

President Jancosek adjourned the meeting of the Spencer Trust at 6:41PM.  The motion passed in favor 5-0-0-0, President Jancosek, Vice President Cassar, Trustee Berard, Trustee Cloutier and Trustee O’Neill; no one opposed, no recusals and no abstentions.
