SPECIAL MEETING
Wednesday, October 8, 2025 at 6:00 PM
City Hall, 2nd Floor, Council Chambers – 580 Broad Street, Central Falls, RI 02863
MINUTES
Chair Marenzana called the meeting to order at 6:04 PM.
Chair Marenzana asked those members present to state their names for the roll call, and present were the following: Hugo Figueroa, Ann Peckham, Dan Klotz, Kevin Marchand, and John Marenzana. Also in attendance: Dane Ardente, Legal Counsel; Jim Vandermillen, Planning Director; and Joshua B. Magnone, Planning Principal Deputy Director.
Chair Marenzana led the Board in reciting the Pledge of Allegiance.
A. Regular Meeting Minutes of July 23, 2025
Chair Marenzana entertained a motion to approve the meeting minutes of July 23, 2025. Mr. Marchand moved the motion, seconded by Ms. Peckham. The vote was taken by a voice vote, all members voted in the affirmative. There was no objection, the motion passed unanimously.
B. Regular Meeting Minutes of August 27, 2025
Chair Marenzana entertained a motion to approve the meeting minutes of August 27, 2025. Mr. Figueroa moved the motion, seconded by Mr. Marchand. The vote was taken by a voice vote, all members voted in the affirmative. There was no objection, the motion passed unanimously.
A. Pursuant to its local and statutory authority as the Planning Board, discussion and possible vote on
proposed PY2024 Community Development Block Grant (CDBG) Applications:
i. Presentation of proposed activities:
Mr. Vandermillen appeared before the Board and provided a presentation on the proposed CDBG
activities. Mr. Vandermillen answered questions from Mr. Figueroa and Mr. Marchand.
1. Proposed Affordable Housing Activities
(a) PCF Development – 518 & 532 Roosevelt Ave; demolition of blighted structures on site to
be redeveloped for affordable housing
(b) Crossroads RI – 93 Tremont St; replacement of boilers and additional capital work
(c) CFHA - 30 Washington Street; funds to secure brick veneer that is separating from the building.
2. Proposed Economic Development Activity
(a) Fuerza Laboral – Supporting the Transition to Worker Cooperatives
ii. Review of proposed activities to determine compliance with City’s Comprehensive Plan and
Development Ordinances and Regulations
Mr. Vandermillen provided a presentation on the proposed activities’ compliance with the City’s
Comprehensive Plan and development ordinances and regulations.
iii. Discussion and possible vote with respect to certification of compliance with City’s
Comprehensive Plan and Development Ordinances and Regulations
Mr. Marchand motioned to approve the proposed activities and issue a certificate of compliance.
Mr. Figueroa seconded the motion. A voice vote was taken, all members voted in the affirmative.
There was no objection, the motion passed unanimously.
B. Pursuant to its local and statutory authority as the Planning Board, discussion and possible vote on
adoption of proposed rules and procedures for the Central Falls Technical Review Committee.
Mr. Marchand motioned to approve and adopt the proposed Rules and Procedure for the Central
Falls Technical Review Committee. Ms. Peckham seconded the motion. A voice vote was taken, all
members voted in the affirmative. There was no objection, the motion passed unanimously.
Chair Marenzana entertained a motion to adjourn. The motion was moved by Mr. Marchand, seconded by Ms. Peckham. A voice vote was taken, all members voted in the affirmative. There was no objection, the motion passed unanimously. The meeting was adjourned at 6:38 PM.
