A meeting of the Central Falls City Council was held on the above date, in the Council Chambers at 6:05pm William Benson Jr. Presided.

 

1.      Roll Call

2.      Pledge of Allegiance

Council President Benson presided and led the assembly in the Pledge of Allegiance.

 

3.      Council appointments:

Councilman Benson named Patrick Szlastha to be Chairman of the Claims Committee.  He named Richard Aubin Chairman of the Ordinance Committee, and Elizabeth Crowley as President of the Liquor Board and Councilor Delohoz as Finance Chair.

1.      Extending Condolences to the family of the late Denise A. Healey.

2.      Extending Condolences to the family of the late Sister Irene Brochu S.U.S.C.

Motion to accept and place on file items A through D made by Councilor Crowley and seconded by Councilor Aubin.  All Agreed.  So voted. 5-0

 

E)     Claims

1.       Realty East Inc. for damages to the property at 129 Garfield St. allegedly done by the Police department while investigating a shooting on Cor. Fuller & Summer.

2.       Constance D. Cloutier for damages to her fence at 2 Pacific St.  which occurred during a mutual aid call with the City of Pawtucket responding to a fire at 80 Railroad.

3.       Noor Memon of  1 Monarch Way, Lincoln,RI for damages to his vehicle due to an alleged pothole on High St.

4.       Andrea Cancel Santiago of 250 Rand St. for slip and fall  before the intersection of Rand and Pine Sts.

5.       Evelyn C. Palma for alleged injuries sustained while being struck by a police vehicle on Cowden St.

Motion  by Councilor Crowley to refer items 1 through 5 to the Claims Committee, seconded by Councilor Delahoz.  All Agreed. So voted. 5-0

 

5.      Public Input

Edna Poulin was present and questioned the Council on strategy to handle the deficit.  Mayor Charles Moreau was present and spoke of all the items his administration is doing in order to cut spending.  Freeze on purchases.  Not refilling positions when people leave or retire. Consolidating positions, etc.  Councilor Delahoz responded that Ms. Poulin has never called her and asked her anything about the deficit.   John Kuzmiski the Finance Director was present and assured Ms. Poulin that the 1.1 million dollars was placed in the John Hancock Fund.  More discussion took place on items being done to address the shortfalls.

 

6.      Swearing in of New City Clerk-Marie Twohey

Jack Gannon, City Solicitior was present and issued the oath of office to Marie Twohey.

 

7.      Executive Session Pursuant to 42-46-5 (a) (1) Job Interview

Motion to recess to executive session made by Councilor Crowley, seconded by Councilor Aubin. All agreed.

 

8.      Council Appointment/ Assistant City Solicitor

1.      Matthew T. Oliverio, Esq.

55 Dorrance St.

Providence, RI

 

At 7:08 the Council re-convened.  Motion to seal the minutes of Executive session made by Councilor Aubin, seconded by Councilor Crowley and Szlasltha.  All agreed. So voted.

Motion to table made by Councilor Aubin, seconded by Councilor Crowley.  All agreed so  voted.

Motion to remove this item from the table was made by Councilor Crowley, seconded by Councilor Aubin.  All agreed. So voted.

 

Motion to approve was made by Councilor Crowley, seconded by Councilor Aubin. All agreed. So voted. 5-0

Marie Twohey-City Clerk issued the oath of office to Matthew Oliverio.

 

9.      Retirement

a.       Fire Department-Fire Battalion Chief Donald Cardin- Regular retirement 22 yrs. of service.

b.      Fire Department- Fire Lieutenant, Charles Ciesynski-Regular retirement 20 yrs. of service.

 

Motion to approve was made by Councilor Aubin, seconded by Councilor Delahoz and Szlastha. So voted. Approved 5-0.

 

10.    License

Motion to approve was made by Councilor Szlastha, seconded by Councilor Delahoz. All agreed. So voted. 5-0

 

f.    A RESTAURANT (Late renewal)

Lina Marcela Duque

d/b/a Dominican Restaurant 

830 Broad St.

Ms. Duque was present.  The Council questioned Ms. Duque on her non-compliance with the renewal process.  The License inspector had been there  three times, and still did not reach anyone.  Councilor Crowley suggested that they might approve the license subject to a note being placed in her folder that if she is late next time it would be an automatic suspension of 5 days  and a $ 500.00 fine.

    

Motion to approve was made by Councilor Crowley with the above stipulation, seconded by Councilor Aubin. All agreed. So voted. 5-0

Motion to approve was made by Councilor Crowley, seconded by Councilor Aubin. All agreed. So voted. 5-0

 

11.    Mayor’s Comments

Mayor Moreau left before this item to see his brand new son that was born a couple of days before.

Councilor Benson recruzed himself from voting on this appointment.

 

Motion to approve was made by Councilor Crowley, seconded by Councilor Aubin. All agreed. So voted. 4-0

 

b.   City Solicitor

Motion to approve was made by Councilor Crowley, seconded by Councilor Aubin. All agreed. So voted. 5-0

Marie Twohey-City Clerk issued the oath of office to the new Solicitor.

 

The Council then went back to item #8.

Mr. Wayne Brown the Tax Assessor was present.

Motion to approve was made by Councilor Crowley, seconded by Councilor Aubin. All agreed. So voted. 5-0

 

14.    Cox Communications and Verizon—Telephone pole discussion/action

Mr. Brian Morgan of Cox cable was present to answer any questions of the Council. The Council thanked him for coming in.

 

15.    Resolutions

a. Engaging a Tax Sale Attorney

b.Authorizing the Issuance of Tax Anticipation Notes

c. Authorizing the Issue of State Aid Anticipation Notes

d.      Requesting Legislation requiring financial institutions to pay property taxes and other municipal liens prior to recording foreclosures deeds.

e. Requesting the General Assembly to keep in full force the State’s Aid to City and Towns.

Motion to approve collectively was made by Councilor Crowley, seconded by Councilor Aubin and Szlastha. All agreed. So voted. 5-0

 

 16.   Ordinance/ Introduction

a.      Regulations for the Employment of Chief of Fire Division. (At request of Councilor Benson)

b.      Light sources facing neighboring property (at the request of Councilor Crowley)

Both Ordinances were so introduced.
