In the absence of Nadine Scibek, meeting was called to order by Vice Chair Tom Mulcahy.
The executive session was moved to the end of the meeting.
Dawn Francis and Aaron Frank gave a PowerPoint budget presentation on the major town wide accomplishments and specific departmental highlights that the previous year’s budget had provided for and the projected needs across Town departments for FY 2019. The Selectboard took no actions as each department would be presenting more details in the upcoming work session and a revenue budget and projections are also in process of being developed.

a. Personnel Contracts
MOTION was made by Jeffrey Bartley and SECONDED by Tom Mulcahy to find that premature general public knowledge of personnel contracts would clearly place this Selectboard at a substantial disadvantage because the Selectboard risks disclosing its negotiation strategy if it discusses the personnel contracts in public.
The MOTION carried 4-0.
MOTION was made by Jeffrey Bartley and SECONDED by Jacki Murphy with Herb Downing offering a friendly amendment that was accepted, to enter into executive session for the purpose of discussion of strategy relating to negotiating budget line items that the Town pays to fire departments and the collective bargaining agreement with CPOA, the details of which would place Town’s strategy at risk should the public be informed in advance, under the provisions of Title 1, Section 313 (a)(1)(A) of the Vermont Statutes, Executive Sessions.
The MOTION carried 4-0.
At 9:58 AM MOTION was made by Jeffrey Bartley and SECONDED by Jacki Murphy to adjourn the meeting.
