1.         Call Meeting to Order / Roll Call

Staff: Dawn H. Francis, Town Manager; Aaron Frank, Deputy Town Manager/CFO; Warner Rackley, Assistant Director Department of Public Works Town Engineer

MOTION was made by Jeffrey Bartley and SECONDED by Tom Mulcahy to adopt the Consent Agenda as it may have been modified by the Board and to take the actions indicated for each item:

a. Approve the minutes of the Selectboard meetings of October 24, 2017 b. Approve the minutes of the Selectboard meeting of November 9, 2017

c. Adopt a Resolution of Recognition for Mike Cootware on the Occasion of His Retirement

d. Proclamation of Small Business Saturday

The MOTION carried 5-0.

 

6.         Special Business Items (6:40 PM)

a.   Leaf Drop Collection Program Update and Future – Conservation Committee

The Conservation Commission presented a letter to the Selectboard requesting that the Town assume the responsibility for the Annual Leaf Drop. The Conservation Commission has directed it for 10 years, with members and other volunteers helping at Airport Park, but relying on volunteers is not ideal. In addition, with climate change, leaves are dropping later in the season and many residents have complained that the leaf drop is too early, and want it later in the month, or want the drop held over several weekends. CSWD sets the schedule for the drop, however, so the Conservation Commission has no control over it.  Extending the drop over several weekends is simply not an option.

 

Board members expressed their appreciation to the Committee members for performing this service. Herb Downing commented that the leaf drop is a vital public service for the Town to continue.

 

Four options were presented by the Town Manager:

1. Direct residents to drop leaves at CSWD sites in Milton, Essex, or Burlington’s Intervale.

2. CSWD to run the leaf drop in a contractural or grant agreement.

3. Have a public/private arrangement with Myers off Rathe Road with CSWD supervising the drop.

4. Have Town employees run the leaf drop. This was the least favored option given the time and resources required during a traditionally challenging time of year for staff coverage.

 

Staff will consider the issue and come to the board with a recommended decision later.

 

b.   Action: Approve Errors and Omissions to Grand List – R. Vickery

MOTION was made by Jeffrey Bartley and SECONDED by Tom Mulcahy to approve corrections to the 2017 Grand List with Errors and Omissions per a memo dated November 7, 2017 from Robert Vickery, Assessor.

The MOTION carried 5-0.

 

c.   Action: First Reading of Amendments to Colchester Code of Ordinances, Chapter 12. Traffic – W. Rackley

Warner Rackley, Assistant Director of Public Works, presented for first reading, amendments to the Colchester Code of Ordinances, Chapter 12 Traffic.

MOTION was made by Jeffrey Bartley and SECONDED by Jack Murphy to approve for First Reading the amendments to The Colchester Code of Ordinances, Chapter 12, Traffic:

         25 mph speed limit and stop sign on Anna’s Court

         25 mph speed limit, no parking on east side of street, and stop sign on Brooke Lane at Macrae Road intersection

         Speed limit reduction on Curve Hill Road, from 35 mph to 25 mph from Colchester Pond Road intersection south for a distance of 1,600 feet and 30 mph for the remaining distance to the Town of Essex.

         Add Curve Hill Road to Chapter 12, Section 12-16, Speed Limits, Class 3 Highways (see attached)

per three memos dated August 23, 2017 and September 26, 2017 from Warner Rackley, Assistant Director/Town Engineer, Department of Public Works; and to warn a public hearing for December 12, 2017.

 

d.   Action: Public Highway Opening/Road Acceptance – W. Rackley

MOTION was made by Jeffrey Bartley and SECONDED by Jacki Murphy to approve a Certificate for Opening a Town Highway for Collins Farm Road as a Class III Town Highway per a memo from Warner C. Rackley, Assistant Director of Public Works/Town Engineer, dated November 6, 2017.

The MOTION carried 5-0.

 

7.         Town Manager’s Report

a.   For October 2017

Dawn H. Francis, Town Manager, gave the report for October, 2017.

 

8.         Liquor License (7:00 PM) See Separate Agenda

a.   Action: 2nd Class Liquor License for Walgreens Eastern Co., Inc.

 

MOTION was made by Jeffrey Bartley and SECONDED by Jacki Murphy to temporarily adjourn the meeting of the Selectboard and convene a meeting of the Liquor Control Commission.

The MOTION carried 5-0.

MOTION was made by Jeffrey Bartley and SECONDED by Tom Mulcahy to adjourn the meeting and reconvene the meeting of the Selectboard.

This item was not taken up and was tabled until a later date.

MOTION was made by Jeffrey Bartley and SECONDED by Jacki Murphy to approve Warrant #18-13 in the amount of $646,247.94 and #18-14 in the amount of $1,080,687.65.

The MOTION carried 5-0.
