SPECIAL BUDGET MEETING

1.         Call Meeting to Order/Roll Call

a.         Pledge of Allegiance

Selectboard: Nadine Scibek, Chair; Tom Mulcahy; Jeffrey Bartley; Jacki Murphy. Herbert Downing absent and Chair Scibek left at 8:00 a.m.

Staff: Dawn Francis, Town Manager; Aaron Frank, Deputy Town Manger/CFO; Chief Jennifer Morrison, Colchester Police; Lt. Douglas Allen, Colchester Police; Chief Amy Akerlind, Colchester Rescue; Assistant Chief Becky Alemy, Colchester Rescue; Chief Michael Cannon, Colchester Technical Rescue; Karen Richard, Town Clerk; Julie Graeter, Assistant Town Clerk; Glen Cuttitta, Director Parks and Recreation; Sarah Hadd, Director of Planning and Zoning

Others in Attendance: Asst. Chief Sandy Ladd, Colchester Center Volunteer Fire Company (CCVFC); Chief Stephen Bourgeois, Malletts Bay Fire Department (MBFD) and Erik Haversang, Chief of St. Michaels. Fire Department, a battalion of CCVFC.

 

2.         Department Budget Meetings:

The following department heads presented their proposed department budgets for FY 2019 to the Selectboard:

 

a)   Fire Departments

Asst. Chief Sandy Ladd and Erik Haversang of Colchester Center Volunteer Fire Company, and Chief Stephen Bourgeois of Malletts Bay Fire Department.

No action was taken by the Selectboard.

 

b)   Police Department

      Chief Jennifer Morrison and Lt. Douglas Allen of CPD.

      No action was taken by the Selectboard.

 

c)   Rescue/Tech Rescue

      Chief Amy Akerlind and Assistant Chief Becky Alemy for Colchester Rescue and Chief Mike Cannon for Technical Rescue.

      No action was taken by the Selectboard.

 

d)   Town Clerk

      Karen Richard, Town Clerk and Assistant Clerk, Julie Graeter.

      No action was taken by the Selectboard.

 

e)   Cemetery

      Glen Cuttitta, Director of Parks and Recreation and Karen Richard, Town Clerk presented the proposed Cemetery budget.

      No action was taken by the Selectboard.

 

f)    Planning and Zoning 

Sarah Hadd, Director of Planning and Zoning.

      No action was taken by the Selectboard.

 

g)   Health

Aaron Frank, Deputy Town Manager and Dawn Francis Town Manager provided an overview of these services by external organizations.

      No action was taken by the Selectboard.

4.         Adjournment

At 9:46 AM MOTION was made by Jeff Bartley and SECONDED by Jacki Murphy   to adjourn the work session.

The MOTION carried 3-0.

The meeting was adjourned at 9:47 AM.

 

 

* Select Board Meetings may be viewed on Channel 17 on Mondays at 7:00 p.m. & Tuesdays at 6:00 a.m.

 

Attendance in an executive session shall be limited to members of the public body and at the discretion of the public body, its staff, clerical assistance and legal counsel and persons who are subject of the discussion or whose information is needed.  If the Agenda items are not complete at 10:00 p.m., the Select Board shall take a vote as to whether to continue or recess the meeting until the following Friday at 6:00 a.m. for the purpose of reconvening and completing the remaining business items.
