1.         Call Meeting to Order/Roll Call

Chair Nadine Scibek arrived at 6:10 PM. At 6:05 PM Vice Chair Tom Mulcahy called the meeting to order.

Selectboard: Tom Mulcahy; Herbert Downing; Jeffrey D. Bartley; Jacki Murphy. Chair Nadine Scibek arrived at 6:10 PM.

Staff in Attendance: Dawn H. Francis, Town Manager; Aaron Frank, Deputy Town Manager/CFO; Bryan Osborne, Director of Public Works; Karen Adams, Technical Services Manager; Robin Parry, Facility Manager; Sarah Hadd, Director of Planning and Zoning; Glen Cuttitta, Director of Parks and Recreation; Jennifer Morrison, Colchester Police Chief.

Others in Attendance: Michaela Halnon; Pam Loranger; Dianna Fredericks; Charlie Baker, Paul Simon.  

 

2.         Executive Session - 6:00 PM

a. Interview with Planning Commission Candidate

b. Interview with Recreation Advisory Board Candidate

MOTION was made by Jeffrey Bartley and SECONDED by Herbert Downing to enter Executive Session for the purpose of an interview for consideration of appointment to the Recreation Advisory Board, and to the Planning Commission, as authorized under the provisions of  Title 1, Section 313 (a)(3) of the Vermont Statutes, Executive Sessions.

The MOTION carried 4-0.

 

At 6:38 PM MOTION was made by Jeffrey Bartley and SECONDED by Jacki Murphy to exit executive session.

The MOTION carried 5-0.

 

3.         Pledge of Allegiance (6:30 PM)

The Selectboard returned to the Outer Bay Room and the Chair led the Pledge of Allegiance.

 

4.         Citizens to be Heard (6:35 p.m.)

None came forward.

 

5.         Consent Agenda (6:40 PM)

a. Minutes of Selectboard Special Budget Meeting on November 14, 2017

b. Minutes of Selectboard Regular Meeting on November 14, 2017

MOTION was made by Jeffrey Bartley and SECONDED by Jacki Murphy to approve:

·       The minutes of the Selectboard Special Budget Meeting on November 14, 2017

·       The minutes of the Selectboard regular meeting on November 14, 2017

·       The minutes of the Selectboard Special Budget Meeting on November 16, 2017

The MOTION carried 5-0.

 

6.         Special Business Items (6:45 PM)

a. CCRPC Update – Charlie Baker

Charlie Baker, Executive Director of the Chittenden County Regional Planning Commission, presented the Regional Planning Commission’s FY 2017 Annual Report.

 

b. Action: Capital Budget Review – B. Osborne, K. Adams & Dept. Heads

The proposed draft of the FY2019 Capital Budget Program was presented in a PowerPoint.  

MOTION was made by Jeffrey Bartley and SECONDED by Jacki Murphy to approve the draft Town of Colchester Capital Budget Program for fiscal years 2019 through 2024 as presented, per a memo from Dawn Francis, Town Manager; Aaron Frank, Deputy Town Manager/CFO; Bryan Osborne, Director of the Department of Public Works, and Karen Adams, Technical Services Manager for the Department of Public Works dated November 28, 2017; and warn the Capital Budget Program for a public hearing on January 9, 2018; and submit the draft to the Planning Commission for their comment per state statutes.

The MOTION carried 5-0.

 

c. Action: First Reading for Planning and Zoning Supplement 41- S. Hadd

Sarah Hadd, Director of Planning and Zoning, gave a presentation on amendments to the Colchester Zoning and Subdivision Regulations.

MOTION was made by Jeffrey Bartley and SECONDED by Jacki Murphy to approve for first reading the amendments to the Colchester Zoning and Subdivision Regulations identified as Supplement 41 summarized in the attached memo and summary of amendments dated November 8, 2017 from Sarah Hadd, Director of Planning and Zoning, and to warn a public hearing for January 23, 2018.

The MOTION carried 5-0.

 

d. Planning and Zoning Update – S. Hadd

Ms. Hadd presented the Planning and Zoning Department’s Strategic Plan and Fiscal Year 2018 Work Program.

 

The Selectboard took up Item 8a out of order of the agenda.

 

8.         Old Business (7:40 PM)

a. Action: First Reading for Revised Recreation Impact Fees – G. Cuttitta, S. Hadd

Glen Cuttitta, Director of Parks and Recreation, joined Ms. Hadd to present a revised amendments to the Colchester Code of Ordinances Chapter 6-1/2, Fees for Permits and Licenses, per a request made by the Selectboard at the first presentation of the amendments at the meeting of October 24, 2017. A friendly amendment was made to the language of Section 6.5 24 (b):

“The Selectboard may accept off-site mitigation in lieu of the recreation impact fee:

            1) Suitable land; and/or

            2) Monetary or in-kind donations of amenities for completion of projects defined in the Town’s approved capital plan and or official map.”

MOTION was made by Jeffrey Bartley and SECONDED by Jacki Murphy to approve for first reading the revised Amendments to the Colchester Code of Ordinances, Chapter 6-1/2. Fees for Permits and Licenses, per a memo dated November 14, 2017 from Sarah Hadd, Director of Planning and Zoning, and to warn a public hearing for January 23, 2018.

The MOTION carried 4-1, with Herbert Downing opposed.

 

The Selectboard then returned to the order of the agenda:

 

6.         e. Action: Appointment of New Board and Commission Members

MOTION was made by Jeffrey Bartley and SECONDED by Tom Mulcahy to appoint Jim Neary to the Colchester Recreation Advisory Board for the remainder of a two year term that began October 1, 2016 and will expire on September 30, 2018, and to appoint Mark Tarinelli to the Colchester Planning Commission for the remainder of a two year term that began October 1, 2017 and will expire on September 30, 2019.

The MOTION carried 5-0.

 

f. Action: Town Clerk/Treasurer Position Charter Amendment Process and Warn Two (2) Public Hearings and an Informational Meeting

MOTION was made by Jeffrey Bartley and SECONDED by Jacki Murphy to approve the initiation of the adoption process of a Charter amendment to make the offices of Town Clerk/Treasurer appointed positions, rather than elected, to be placed on

the ballot for the March 2018 Town Meeting, per a memo dated 11/17/17 from Dawn H. Francis, Town Manager, and memo and ballot language from Karen Richard, Town Clerk/Treasurer, dated September 21, 2017, and to warn two public hearings; the first on January 9, 2018 and the second on January 23, 2018; and an informational meeting to be held on March 5, 2018.

The MOTION carried 5-0.

 

7.         Deputy Town Manager / CFO’s Report (7:30 PM)

a. Financial Report for October 2017

Aaron Frank gave the financial report for the month of October, 2017.

 

8.         Old Business (7:40 PM)

a. Action: First Reading for Revised Recreation Impact Fees – G. Cuttitta, S. Hadd (taken up out of order)

b. Review of Private Road Winter Maintenance Policy Draft (Tabled from meeting of November 14, 2017) This item was tabled until January 2018.

 

9.         Additional Business - Manager’s Recommendations

a. Possible Action: Cancel Selectboard Meeting on December 26, 2017

MOTION was made by Jeffrey Bartley and SECONDED by Jacki Murphy to cancel the Selectboard meeting on Tuesday, December 26, 2017 and authorize Dawn Francis, Town Manager, to sign the warrants for the second half of the month.

The MOTION carried 5-0.

a. Action: Warrant #18-15

MOTION was made by Jeffrey Bartley and SECONDED by Tom Mulcahy to approve Warrant #18-15 in the amount of $206,487.95.

The MOTION carried 5-0.

 

14.       Adjournment

At 9:26 PM MOTION was made by Jeffrey Bartley and SECONDED by Herbert Downing to adjourn the meeting.

The MOTION carried 5-0.
