CRANSTON CITY COUNCIL
Notice of Special Meeting
JANUARY 21, 2020
A Special meeting of the City Council was called held on Tuesday, January 21, 2020 in the Council Chambers, City Hall, Cranston, Rhode Island.
The meeting was called to order at 6:00 P.M. by the Council President.
Council President Farina indicated that Councilmember Hopkins is away in Florida and will not be attending this evening and Councilmember Vargas is at another meeting and may possibly attend.
Roll call showed the following members present: Council Members Stycos, Vargas (appeared at 6:10 p.m.), McAuley, Donegan, Brady, Paplauskas, Council Vice-President Favicchio and Council President Farina -8.
Absent: Councilmember Hopkins -1.
Also Present: Daniel Parrillo, Director of Administration; John Psilopoulos, Deputy Director of Administration; John Verdecchia, Assistant City Solicitor; Jason Pezzullo, City Planner.
Council President Farina stated that votes will be taken on Ordinances 8-19-07 and 8-19-08 this evening.
Council President Farina asked for motion on Ordinance 8-19-07.
8-19-07 ORDINANCE IN AMENDMENT OF CHAPTER 17.24 OF THE CODE OF THE CITY OF CRANSTON, 2005, ENTITLED ‘ZONING’ (Solar Energy Systems)
On motion by Councilmember Brady, seconded by Council Vice-President Favicchio, the above Ordinance was adopted on a vote of 7-0. The following being recorded as voting “aye”: Councilmembers Stycos, McAuley, Donegan, Brady, Paplauskas, Council Vice-President Favicchio and Council President Farina -7. Councilmember Vargas was not present for roll call vote.
Council President Farina asked for motion on Ordinance 8-19-08.
8-19-08 ORDINANCE IN AMENDMENT OF CHAPTER 17.20.030 OF THE CODE OF THE CITY OF CRANSTON, 2005, ENTITLE ‘ZONING’ (Schedule of Uses)
On motion by Councilmember McAuley, seconded by Council Vice-President Favicchio, the above Ordinance was adopted on a vote of 7-0. The following being recorded as voting “aye”: Councilmembers Stycos, McAuley, Donegan, Brady, Paplauskas, Council Vice-President Favicchio and Council President Farina -7. Councilmember Vargas was not present for roll call vote.
Director Pezzullo stated that there is a future amendment to be made to this Ordinance removing roof mounting.
Council President Farina indicated that, just in case the Mayor vetoes the Ordinances, a Special Council meeting has been scheduled for February 1st at midnight.
Councilmember Stycos asked Administration’s position on these two Ordinances. Director Parrillo stated that he is sure the Mayor will thoroughly review them and will be in support of what he has read. The Mayor has not seen the amendments made last week.
Councilmember Stycos questioned why we are not voting on Ordinances 6-19-9 and 6-19-10. Council President Farina stated that Ordinance 6-19-10 is the old Schedule of Uses so it does not need to be voted on. Ordinance 6-19-9 does need to be voted on.
Council President Farina asked for motion on Ordinance 6-19-9.
6-19-9 ORDINANCE IN AMENDMENT OF THE 2010 COMPREHENSIVE PLAN FOR THE CITY OF CRANSTON, AS AMENDED 2012 (Solar Performance Standards 2019)
On motion by Councilmember Paplauskas, seconded by Councilmember Brady, the above Ordinance was adopted on a vote of 8-0. The following being recorded as voting “aye”: Councilmembers Stycos, Vargas, McAuley, Donegan, Brady, Paplauskas, Council Vice-President Favicchio and Council President Farina -8.
6-19-10 ORDINANCE IN AMENDMENT OF CHAPTER 17.20.030 OF THE CODE OF THE CITY OF CRANSTON, 2005, ENTITLED ‘ZONING’ (Schedule of Uses)
No Action.
