APRIL 1, 2021
A Special meeting of the City Council was called held on Thursday, April 1, 2021 via Zoom Webinar.
The meeting was called to order at 5:31P.M. by Council President Paplauskas.
Roll call showed the following members present: Councilman Ferri, Councilwomen Marino, Renzulli, Vargas, Germain, Councilmen Donegan, Reilly, Council Vice-President Brady and Council President Paplauskas -9.
Also Present: Mayor Kenneth J. Hopkins; Anthony Moretti, Director of Administration; Robert Strom, Director of Finance; Michael Igoe, City Controller; David DiMaio, City Council Budget Analyst.
Council President Paplauskas welcomed Mayor Hopkins to give his first Budget address.
Mayor Hopkins presented his budget address for Fiscal Year 2021-2022.

RESOLUTION ADOPTING THE OPERATING BUDGET AND SALARY SCHEDULE FOR THE GENERAL FUND, THE SEWER FUND, THE INSURANCE FUND AND THE CAPITAL BUDGET FOR THE FISCAL YEAR COMMENCING JULY 1, 2021 AND ENDING JUNE 30, 2022 AND ADOPTING THE CAPITAL IMPROVEMENT PROGRAM FOR THE FOUR SUCCEEDING YEARS.

ORDINANCE MAKING ANNUAL APPROPRIATION FOR THE CITY OF CRANSTON FOR THE FISCAL YEAR COMMENCING JULY 1, 2021 THROUGH JUNE 30, 2022.

RESOLUTION LEVYING AND ORDERING THE ASSESSMENT AND COLLECTION OF A TAX ON RATABLE REAL ESTATE AND TANGIBLE PERSONAL PROPERTY, PURSUANT TO CHAR. §6.11.

ORDINANCE FIXING THE DATE WHEN TAXES ARE ASSESSED, DUE AND PAYABLE AND THE DATE WHEN UNPAID TAXES WILL CARRY A PENALTY.
Referred to Special Finance Committee Meetings on April 3, 7, 8, 12, 21 and 26, 2021.
On motion by Councilman Donegan, seconded by Council Vice-President Brady, it was voted to refer the above matters to Special Finance Committee meetings on April 3, 7, 8, 12, 21 and 26, 2021. Motion passed on a vote of 9-0. The following being recorded as voting “aye”: Councilwoman Marino, Councilman Ferri, Councilwomen Renzulli, Vargas, Germain, Councilmen Donegan, Reilly, Council Vice-President Brady and Council President Paplauskas -9.
Council President Paplauskas stated that the budget will be posted online shortly and the City Council members can pick up their budget binders at City Hall starting tomorrow. He also stated that the first budget hearings will be this Saturday at 9:00 a.m. He asked that everyone refer to the City calendar for dates and times.
On motion by Council Vice-President Brady, seconded by Councilman Donegan, it was voted to adjourn the meeting. Motion passed on a vote of 9-0. The following being recorded as voting “aye”: Councilwoman Marino, Councilman Ferri, Councilwomen Renzulli, Vargas, Germain, Councilmen Donegan, Reilly, Council Vice-President Brady and Council President Paplauskas -9.
