MINUTES OF THE SPECIAL MEETING OF THE CUMBERLAND TOWN COUNCIL

WEDNESDAY, APRIL 20, 2020 AT 6:00 P.M.

The regular meeting was called to order at 6:10pm Video

President Dwyer read the following:

 

“To protect the health and well-being of our citizens, and in accordance with Governor’s Raimondo’s Executive Orders 20-05 (relaxing the Open Meetings Act requirements) and 20-13 (restricting gatherings to five (5) people or less), this meeting will be available to the public by video or telephone conference.  The matters on this agenda have been determined to be for an essential purpose as defined in EO 20-05.”

1.  #20-08AAn ordinance amending the Operating Budget for the Town of Cumberland’s General Fund for Fiscal Year 2019-2020 Video

President Dwyer reminded the Council that they had accepted #20-08A in place of #20-08 at the previous meeting and read the totals into the record.

       2. #20-09 An ordinance setting certain tax exemptions on Real and Personal property. Video

 

Tax Assessor Ken Mallette explained that by State law, residents are allowed the same adjustments even when the tax rate has changed, in order to maintain the same level of exemption they previously held.

1.  R-20-49A resolution ratifying Mayor Jeffrey J. Mutter’s Supplemental Declarations of State of Municipal Emergency, EO 20-03 Video

Mayor Mutter stated that State law requires that any Executive Order extending beyond 7 days be approved by the Council.

MOTION BY COUNCILOR SHAW, SECONDED BY COUNCILOR BEAULIEU, AND IT IS UNANIMOUSLY VOTED TO APPROVE AS AMENDED BY A ROLL CALL VOTE. VOTE 7/0.
