MINUTES OF THE JOINT MEETING OF THE CUMBERLAND TOWN COUNCIL
WITH THE SCHOOL COMMITTEE
MONDAY, FEBRUARY 3, 2020 AT 6:00 P.M.
CUMBERLAND TOWN HALL, EVERETT “MOE” BONNER, JR. COUNCIL CHAMBERS

The special meeting was called to order at 6:36p.m.
President Dwyer, Councilors Gemski, Kinch, Beaulieu and Schmitt

Also present— Mayor Jeffrey Mutter; Town Clerk Sandra M. Giovanelli; Finance Director Ray Chauvin; School Superintendent Robert Mitchell; School Department Business Manager Alex Prignano; School Committee Chair Paul DiModica; School Committee Members Karen Freedman; Jennifer Bernardo; Raymond Salvatore; Mark Fiorillo; Heidi Waters; and Denis Collins.
1. Pre-Budget consultations and three-year forecasting with the School Committee pursuant to the requirements of RIGL 16-2-21 through 16-2-21.3 
Superintendent Mitchell shared a printed PowerPoint presentation and spoke to fiscal responsibility, budget growth and the School Committee’s future vision. He expressed concerns on maintaining the good work happening in the district and how to balance the budget with a $4,000,000.00 deficit. They are currently strategizing with the health care representative about ways to reduce health care working rates; and meeting with the union to review the expiring contract and the negotiation of the next contract. Use of $625,000.00 in fund balance is reflected in the budget already in place.
Discussion ensued with the Council on details of the figures presented. Mayor Mutter passed out an in-progress spread sheet and reviewed the figures, stressing that they were working on creating a strategy for 2020-21, in the hopes that it will result in positive future projections.
2. Discussion of RIDE Stage II application approved by the School Committee
Paul DiModica reported that they had already approved the application that Colliers International was finalizing. The application will be submitted February 17th. Colliers will respond to any questions from RIDE; it could be May/June before final approval for the application is received.
The School Committee adjourned their meeting.
