MINUTES OF THE SPECIAL MEETING OF THE CUMBERLAND TOWN COUNCIL
MONDAY, FEBRUARY 3, 2020 AT 6:00 P.M.

The special meeting was called to order at 6:00p.m.
MEMBERS PRESENT:
President Dwyer, Councilors Gemski, Kinch, Beaulieu and Schmitt
MEMBERS ABSENT:
Councilors Shaw and Bradley
Also present— Mayor Jeffrey Mutter; Town Clerk Sandra M. Giovanelli; Finance Director Ray Chauvin; Water Superintendent Chris Champi; School Superintendent Robert Mitchell; School Department Business Manager Alex Prignano; School Committee Chair Paul DiModica
A. ORDINANCES FOR PUBLIC HEARING:
1. #20-01 – An ordinance amending the operating budget for the Town of Cumberland’s Water Department for Fiscal Year 2019-20 (First Hearing)
Public hearing opened at 6:01p.m.
Council President read into the record the proposed line item amendments.
Contributed Capital increased from $175,000 to $525,000
Revenues increased from $6,160,853 to $6,510,853
Infrastructure improvements increased from $539,517 to $889,517
Expenditures increased from $6,160,853 to $6,510,853
Superintendent Chris Champi explained that the budget increase was to finish paying off the Diamond Hill Road water main project. Debt service, a water main improvement on Lee Road, and State refunds were discussed.
President Dwyer asked if anyone wished to speak in favor or against.
Public hearing closed at 6:05p.m.
No vote was required for this first hearing.
B. RESOLUTIONS:
1. R-20-05 – A resolution authorizing the payment of eight thousand one hundred ninety-nine dollars and fifteen cents ($8,199.15) to Colliers Project Leaders USA NE, LLC
Public hearing opened at 6:07p.m.
Mayor Mutter stated that all the resolutions in front of the Council were for work previously authorized by the School Committee and part of the school construction bond.
School business manager Alex Prignano and School Committee chair Paul DiModica described the 3 larger projects: school security, boiler work at the High School, ventilation work at Garvin and Community; and the completed preliminary design work for future projects.
Discussion ensued regarding master leases, reimbursement from RIDE, the timing and execution of work.
Councilor Beaulieu asked for more specific itemization going forward.
President Dwyer asked if anyone wished to speak in favor or against.

MOTION BY COUNCILOR SCHMITT, SECONDED BY COUNCILOR BEAULIEU, AND IT IS UNANIMOUSLY VOTED TO APPROVE. VOTE 5/0.
2. R-20-06 – A resolution authorizing the payment of one hundred ten thousand, six hundred sixty-six dollars ($110,666.00) to Torrado Architects

MOTION BY COUNCILOR SCHMITT, SECONDED BY COUNCILOR BEAULIEU, AND IT IS UNANIMOUSLY VOTED TO APPROVE. VOTE 5/0.
3. R-20-07 – A resolution authorizing the payment of seventy-six thousand, eight hundred dollars ($76,800.00) to Torrado Architects

4. R-20-08 – A resolution authorizing the payment of sixty-three thousand nine hundred sixty dollars ($63,960.00) to Torrado Architects

President Dwyer asked if anyone wished to speak in favor or against.

MOTION BY COUNCILOR SCHMITT, SECONDED BY COUNCILOR BEAULIEU, AND IT IS UNANIMOUSLY VOTED TO APPROVE. VOTE 5/0.
5. R-20-09 – A resolution authorizing the payment of five thousand two hundred twenty-five dollars ($5,225.00) to Torrado Architects
Public hearing opened at 6:22p.m.
Councilor Kinch verified this was part of the speed/traffic study around the school. The bid process for this project was discussed.
Councilor Beaulieu asked that the school Building Committee review this bid to ensure it went through their process.
President Dwyer asked if anyone wished to speak in favor or against.
Public hearing closed at 6:32p.m.
MOTION BY COUNCILOR SCHMITT, SECONDED BY COUNCILOR BEAULIEU, AND IT IS VOTED TO APPROVE. VOTE 4/1; Councilor Kinch voted Nay.
6. R-20-10 – A resolution authorizing the payment of four thousand eight hundred dollars ($4,800.00) to Torrado Architects 
Public hearing opened at 6:35p.m.
President Dwyer asked if anyone wished to speak in favor or against.
Public hearing closed at 6:35p.m.
MOTION BY COUNCILOR SCHMITT, SECONDED BY COUNCILOR BEAULIEU, AND IT IS UNANIMOUSLY VOTED TO APPROVE. VOTE 5/0.
