MINUTES OF THE ORGANIZATIONAL MEETING OF THE CUMBERLAND TOWN COUNCIL

WEDNESDAY, NOVEMBER 30, 2020 AT 6:00P.M.

VIRTUAL - OPEN SESSION

 

 

The regular meeting was called to order at 6:00pm.   

 

It was made known that this meeting would be available to the public by video or telephone conference.  All members of the Town Council will be participating remotely. Members of the public can listen and/or participate by clicking on the link posted on the agenda., or by calling any of the numbers listed on the agenda. This meeting will also be livestreamed on Clerk base by clicking on the link on the town website.

 

Comments can be emailed to publiccomments@cumberlandri.org including your name, address, and statement. Only comments including all required information will be read into the record.

 

MEMBERS PRESENT:

Councilors Bradley, Kinch, Metivier, Magill, Beaulieu, Schmitt and Shaw.

 

Also present - Mayor Jeffrey Mutter; Town Clerk Sandra M. Giovanelli; Town Solicitor Kelley Morris Salvatore

 

Mayor Mutter gave the oath of office to each councilor individually.

 

Town Solicitor Morris Salvatore reviewed the proceedings: The councilors would be sworn in one at a time. The solicitor would then call for nominations for president and president pro-tem. There need not be a second as there is with a vote.

 

PLEDGE OF ALLEGIANCE

 

NOMINATION AND ELECTION FOR THE FOLLOWING:

 

A. TOWN COUNCIL PRESIDENT

There were three nominations for President:

Councilor Beaulieu nominated Robert Shaw.

Councilor Bradley nominated James Metivier.
Councilor Magill nominated Councilor Kinch

 

It was voted to elect Councilor Kinch as president by a roll call vote: Councilor Metivier, for Kinch; Councilor for Magill, for Kinch; Councilor Beaulieu, for Shaw; Councilor Schmitt, for Kinch; Councilor Shaw, for Shaw; Councilor Bradley, for Metivier; Councilor Kinch, for Kinch.

 

Final vote: Councilor Kinch, four votes; Councilor Shaw, two votes; Councilor Metivier, one vote.

 

B. TOWN COUNCIL PRESIDENT PRO-TEM

President Kinch opened the nominations for President pro-tem at 6:19pm.

 

Councilor Metivier nominated, Councilor Magill seconded Councilor Schmitt as President Pro-Tem.

 

There were no other nominations.

 

Nominations closed at 6:20pm

 

It was voted to elect Councilor Schmitt by a roll call vote: Councilor Metivier, aye; Councilor Magill, aye; Councilor Beaulieu, nay; Councilor Schmitt, aye; Councilor Shaw, nay; Councilor Bradley, nay; Councilor Kinch, aye. Vote 4/3

 

C. CHAIRPERSON, BOARD OF LICENSE COMMISSIONERS

President Kinch opened the nominations for Chairperson at 6:22pm

 

Councilor Schmitt nominated, Councilor Magill seconded, to elect James Metivier for chairperson.

 

There were no other nominations.

 

Nominations closed at 6:23pm.

 

It was voted to elect Councilor Metivier by a roll call vote: Councilor Metivier, aye; Councilor Magill, aye; Councilor Beaulieu, nay; Councilor Schmitt, aye; Councilor Shaw, nay; Councilor Bradley, aye; Councilor Kinch, aye. Vote 5/2

 

D. VICE-CHAIRPERSON, BOARD OF LICENSE COMMISSIONERS

President Kinch opened the nominations for Chairperson at 6:24pm

 

Councilor Schmitt nominated, Councilor Metivier seconded, to elect Councilor Magill as Vice-Chairperson.

 

There were no further nominations.

 

Nominations closed at 6:24pm.

 

It was voted to elect Councilor Magill by a roll call vote: Councilor Metivier, aye; Councilor Magill, aye; Councilor Beaulieu, nay; Councilor Schmitt, aye; Councilor Shaw, nay; Councilor Bradley, aye; Councilor Kinch, aye. Vote 5/2

 

PUBLIC COMMENTS

President Kinch thanked the residents of the Town of Cumberland for their vote of confidence in electing him to the Council, to his colleagues for electing him as president of the council, and gave further remarks.

 

There were no remarks from the public. Public comment closed at 6:28pm

 

ADJOURNMENT

MOTION BY COUNCILOR MAGILL, SECONDED BY COUNCILOR SCHMITT, AND IT IS UNANIMOUSLY VOTED TO ADJOURN AT 6:29P.M.  VOTE 7/0.
