MINUTES OF THE SPECIAL MEETING OF THE CUMBERLAND TOWN COUNCIL

MONDAY, APRIL 5, 2021 AT 6:30 P.M.

The meeting was called to order at 6:35pm with a roll call of members. Video

 

MEMBERS PRESENT:

President Kinch, Councilors Magill, Beaulieu, Metivier, Shaw and Schmitt

Absent: Councilor Bradley

 

Also present— Mayor Jeffrey Mutter; Town Clerk Sandra M. Giovanelli; Town Solicitor Kelley Morris Salvatore

GENERAL ANNOUNCEMENTS

 

OLD BUSINESS Video

1. #21-09 An ordinance amending the General Fund Budget for fiscal year 2020-2021 – FIRST HEARING (presented by Council President on behalf of the Administration)

 

Public hearing opened at 6:37pm.

 

President Kinch informed the public that by Charter, when the budget is amended the Council is required to hold two hearings; there is no vote at the first Council hearing (this meeting), the second hearing and vote will be held on April 7, 2021 at the regularly held Council meeting.

 

President Kinch read both the adopted and proposed totals of the line items showing amended figures in the revenue portion of the operating budget.

 

Mayor Mutter responded to questions from the Council.

 

MOTION BY COUNCILOR SCHMITT, SECONDED BY COUNCILOR MAGILL, AND IT IS UNANIMOUSLY VOTED TO AMEND THE “PROCEED ON LAND SALES” LINE ITEM TO READ “HEALTHCARE RESERVES” BY A ROLL CALL. VOTE 6/0. 

 

President Kinch read the adopted and proposed totals of those line items on the expenditure budget showing amended figures.

 

Discussion ensued with the Mayor and the Council.

 

President Kinch asked if anyone from the public wished to speak in favor or against.

 

Mayor Mutter made closing remarks.

 

Public hearing closed at 7:28pm.
