MINUTES OF THE SPECIAL CUMBERLAND TOWN COUNCIL WORKSHOP

MONDAY, MARCH 29, 2021 AT 6:30 P.M.

VIRTUAL - OPEN SESSION

 

 

The meeting was called to order at 6:30pm with a roll call of members.   

 

MEMBERS PRESENT:

President Kinch, Councilors Magill, Beaulieu and Schmitt

Absent: Councilors Metivier, Shaw, and Bradley

 

Also present— Mayor Jeffrey Mutter; Community Outreach Coordinator Sarah King; Town Clerk Sandra M. Giovanelli; Town Solicitor Kelley Morris Salvatore

 

Also present: members of the School Committee, Planning Department, Planning Board, Fire District, Historic District Commission; Lynne Radiches, RI Ethics Commission

 

President Kinch stated that in accordance with Governor’s Raimondo’s Executive Order 20-25 (relaxing the Open Meetings Act requirements) this meeting will be available to the public by video or telephone conference.  All members of the Town Council will be participating remotely. Members of the public can listen and/or participate by clicking on the link posted on the agenda, or by calling any of the numbers listed on the agenda. This meeting will also be livestreamed on Clerk base by clicking on the link on the town website.

PRESENTATION AND DISCUSSION BY RI ETHICS COMMISSION STAFF REGARDING RULES OF CONDUCT FOR ELECTED AND APPOINTED OFFICIALS

Lynne Radiches from the RI Ethics Commission shared a Powerpoint presentation with the attendees (available on Clerkbase) and responded to questions.

 

PRESENTATION AND DISCUSSION BY TOWN SOLICITOR REGARDING OPEN MEETINGS ACT AND ACCESS TO PUBLIC RECORDS

Town Solicitor Kelley Morris Salvatore presented a Powerpoint outlining the Open Meetings Act as specified in RIGL §42-46-1. (available on Clerkbase)

 

PRESENTATION AND DISCUSSION BY MAYOR MUTTER REGARDING LEVY SHEET AND FUND BALANCE

Mayor Mutter reviewed the levy sheets and budget amendments via a shared screen and responded to questions.
