MINUTES OF THE REGULAR MEETING OF THE CUMBERLAND TOWN COUNCIL

WEDNESDAY, SEPTEMBER 1, 2021 AT 7:30 P.M.

VIRTUAL - OPEN SESSION

 

The regular meeting was called to order at 7:38pm with a roll call of members.

 

MEMBERS PRESENT:

President Kinch, Councilors Bradley, Metivier, Shaw, Magill, Beaulieu and Schmitt.

 

Also present—Mayor Jeffrey J. Mutter; Town Clerk Sandra M. Giovanelli; Town Solicitor Kelley Morris Salvatore

PUBLIC COMMENTS

President Kinch paused for public comments.

Susan Joseph, 1275 Farm Drive, a representative of New England Humane Society spoke to Jordan’s Way 4 fundraiser being held on September 13^th, 2021. A four hour, live on-line event that will include pie throwing and several other fun events. The funds raised will benefit the new shelter so they can purchase buy a new vehicle.

 

LICENSES

A.  VICTUALLING HOUSE LICENSE

1.  An application for the transfer of a Second-Class Victualling House License from Crazy Pizza located at 1700 Mendon Road

 

MOTION BY COUNCILOR SCHMITT, SECONDED BY COUNCILOR MAGILL, AND IT IS UNANIMOUSLY VOTED TO APPROVE, BY A ROLL CALL. VOTE 7/0. 

 

B.  JUNK AND SECONDHAND GOODS DEALER LICENSE

1.  An application for a junk and secondhand goods dealer from Moulton Enterprises Inc., d/b/a Dead Jeep located at 120 Ralco Way (tabled from August 18, 2021)

 

Mayor Mutter commented that he anticipated having something ready by then.

 

MOTION BY COUNCILOR SCHMITT, SECONDED BY COUNCILOR MAGILL, AND IT IS UNANIMOUSLY VOTED TO TABLE TO SEPTEMBER 15, 2021, BY A ROLL CALL. VOTE 7/0.

NEW BUSINESS  

A.  RESOLUTIONS

1.  R-21-54 – A resolution authorizing Mayor Jeffrey J. Mutter to enter into an agreement with the Nyhart Company for Actuarial and Administration Services for the Cumberland Pension Fund

 

Solicitor Morris Salvatore stated that the Pension Board was recently having discussions about administration services being provided by the town. The Board has decided that it would be best to have administrative services provided from an outside party; costs would come from the pension plan, not the Town’s general funds.

 

MOTION BY COUNCILOR SCHMITT, SECONDED BY COUNCILOR BEAULIEU, AND IT IS UNANIMOUSLY VOTED TO APPROVE, BY A ROLL CALL. VOTE 7/0. 

 

2.  R-21-55 – A resolution authorizing and empowering Mayor Jeffery J. Mutter to enter into an agreement with BETA Group Inc. to provide on-call professional services for the preparation of bid documents for the demolition of the Ski Lodge at Diamond Hill Park in an amount not to exceed forty thousand one-hundred dollars ($40,100)

 

Discussion ensued with the Council and the Mayor, and it was decided to table.

 

MOTION BY COUNCILOR SCHMITT, SECONDED BY COUNCILOR METIVIER, AND IT IS UNANIMOUSLY VOTED TO TABLE TO OCTOBER 6, 2021, BY A ROLL CALL. VOTE 7/0. 

 

President Kinch asked the Town Clerk to advertise for interested members for the Parks and Recreation Building Committee.
