MINUTES OF THE SPECIAL MEETING OF THE CUMBERLAND TOWN COUNCIL
MONDAY, APRIL 18, 2022 AT 6:30P.M.

The regular meeting was called to order at 6:30pm with a roll call of members
MEMBERS PRESENT:
In person: President Kinch, Councilors Metivier, Beaulieu and Schmitt.
Absent: Councilors Shaw, Magill and Bradley
Also present—Mayor Jeffrey J. Mutter; Outreach Coordinator Sarah King; Deputy Town Clerk Jane H. Christopher

BY COUNCILOR METIVIER, AND IT IS UNANIMOUSLY VOTED TO APPROVE. VOTE 7/0.

President Kinch paused for public comments. There were none.
1. An application for a First-Class Victualling House License from The SPG Group LLC d/b/a Koury’s Tavern located at 80 Manville Hill Road
President Kinch noted that this license and the one following had been erroneously omitted from the April 6, 2022 Council meeting; the applicant’s BNT license had been approved at the Board of License Commissioners meeting on that same evening.
MOTION BY COUNCILOR METIVIER, SECONDED BY COUNCILOR SCHMITT, AND IT IS UNANIMOUSLY VOTED TO APPROVE. VOTE 4/0.
1. An application for an Entertainment License from The SPG Group LLC d/b/a Koury’s Tavern located at 80 Manville Hill Road
MOTION BY COUNCILOR METIVIER, SECONDED BY COUNCILOR SCHMITT, AND IT IS UNANIMOUSLY VOTED TO APPROVE. VOTE 4/0.
1. An application for a Junk & Secondhand Goods Dealer License from Ryan Enos of Legit Sneakerheads located at 1270 High Street
Pending police approval.
Ryan Enos was present to speak to the application.
MOTION BY COUNCILOR SCHMITT, SECONDED BY COUNCILOR METIVIER, AND IT IS UNANIMOUSLY VOTED TO APPROVE. VOTE 4/0.
1. An application for a Holiday License from Ryan Enos of Legit Sneakerheads located at 1270 High Street
MOTION BY COUNCILOR BEAULIEU, SECONDED BY COUNCILOR SCHMITT, AND IT IS UNANIMOUSLY VOTED TO APPROVE. VOTE 4/0.
A. ORDINANCES FOR PUBLIC HEARING: 
1. #22-10 – An Ordinance amending the General Fund Budget for fiscal year 2021-2022 (First Hearing)
President Kinch asked for a motion to accept #22-10A in place of #22-10.
MOTION BY COUNCILOR BEAULIEU, SECONDED BY COUNCILOR METIVIER, AND IT IS UNANIMOUSLY VOTED TO ACCEPT #22-10A IN PLACE OF #22-10. VOTE 4/0.
Public hearing opened at 6:38pm.
President Kinch read the adopted figures and proposed amendments into the record.
Mayor Mutter reviewed the revenues and expenditures and engaged in discussion with the Council.
Resident Ted Vecchio, 584 Bound Road, Woonsocket, engaged in a brief discussion with the Mayor mortgage companies paying tax bills.
Public hearing closed at 7:24pm.
