MINUTES OF THE SPECIAL MEETING OF THE CUMBERLAND TOWN COUNCIL
THURSDAY, JUNE 13, 2022 AT 6:00P.M.

The regular meeting was called to order at 6:05pm with a roll call of members
MEMBERS PRESENT:
In person: President Kinch, Councilors Magill, Shaw, Metivier, Beaulieu and Schmitt.
Absent: Councilor Bradley
Also present—Mayor Jeffrey J. Mutter; Outreach Coordinator Sarah King; Town Clerk Sandra M. Giovanelli;

ORDINANCES
1. #22-14B – An ordinance establishing the operating budget for the Town of Cumberland’s General Fund for fiscal year 2022-2023 (Final vote)
President Kinch read the final budget figure of $111,212,891.00 into the record.
MOTION BY COUNCILOR SHAW, SECONDED BY COUNCILOR BEAULIEU, AND IT IS VOTED TO APPROVE #22-14B BY A ROLL CALL VOTE. VOTE 4/2.
Nay: Councilors Magill & Metivier
2. #22-15A – An ordinance establishing the operating budget for the Town of Cumberland’s Water Department for fiscal year 2022-2023 (Final vote)
President Kinch read the final budget figure of $6,753,962.00 into the record.
President Kinch asked if anyone from the public wished to speak.
MOTION BY COUNCILOR SHAW, SECONDED BY COUNCILOR MAGILL, AND IT IS UNANIMOUSLY VOTED TO APPROVE #22-15A BY A ROLL CALL VOTE. VOTE 6/0.
3. #22-16A – An ordinance establishing the operating budget for the Town of Cumberland’s Sewer Department for fiscal year 2022-2023 (Final vote) 
President Kinch read the final budget figure of $592,378.00 into the record.
MOTION BY COUNCILOR SHAW, SECONDED BY COUNCILOR METIVIER, AND IT IS UNANIMOUSLY VOTED TO APPROVE #22-16A BY A ROLL CALL VOTE. VOTE 6/0.
4. #22-17 – An ordinance establishing the operating budget for the Town of Cumberland’s Recreational Special Revenue for fiscal year 2022-2023 (Final vote) 
President Kinch read the final budget figure of $188,000.00 into the record.
MOTION BY COUNCILOR SHAW, SECONDED BY COUNCILOR METIVIER, AND IT IS UNANIMOUSLY VOTED TO APPROVE #22-17 BY A ROLL CALL VOTE. VOTE 6/0.

Councilor Beaulieu commented that regarding the item on the general fund for the school achievement grant that we allocated the $253,000.00 for - it will come before the Council for authorization for purchase. It is intended to be focused on student achievement, and until that time it doesn’t become part of the school department’s budget. The continued discussions we will have on planned funding, projections, and expectations for the next few fiscal years will also include that as well. There also was an increase in state aid to education, and we’ll be able to build that into the work plan.
Mayor Mutter relayed Dr. Thornton’s appreciation in the Council’s deliberations.
President Kinch thanked Karen Freedman, Mr. Collins and members of the school committee. He also thanked the mayor and his staff., who stated he was appreciated of the state legislature helping to make the town whole.
Ms. Friedman stated that at their next meeting on June 23, 2022, the committee will look at the gaps they will have and the cuts they will have to make.
