MINUTES OF THE REGULAR MEETING OF THE CUMBERLAND TOWN COUNCIL
WEDNESDAY, NOVEMBER 2, 2022, at 7:30 P.M.

The regular meeting was called to order at 8:02pm with a roll call of members

Councilor Shaw announced that North Cumberland Middle School boys’ soccer team had just defeated Newport Middle School 9-0 to advance to the state championships, to be held November 3, 2022 at 5:00 at Johnston High School.
President Kinch congratulated Evan Turgeon on receiving his Eagle Scout badge from Troop 2 in Cumberland.

1. R-22-88 – A resolution authorizing Mayor Jeffrey J. Mutter to enter into a contract with Dome Construction in an amount not to exceed Seventeen Thousand Five Hundred Dollars ($17,500.00) for a shingle roof replacement at the Water Department Administrative Offices (tabled from October 19, 2022). 
Public Works Director Joe Duarte gave an overview of the need for the roof replacement.

AMARAL BUILDING COMMITTEE
Mayor Mutter asked the Council to meet who was in the audience this evening but stated that he would like to expand the field beyond the original specified number of six committee members. He would like to speak with all the candidates as to their interest in serving on the committee without voting powers - should any not be appointed - as they all have something to offer. He would have his Mayoral recommendations by the November 16, 2022 meeting.
Five of the seven applicants were present to introduce themselves:
1. Jessica Kubiak – 83 Angell Road – is completing her Masters in social work and is passionate about the end result
of this project.
2. Michael Mitchell - 61 Hillside Road – a structural engineer with Pare Corporation for 15 years, and would like
to volunteer
3. Bruce Lemois – 20 Melody Lane – has building and town experience and would like to serve on this project
4. Jeremy Scott – not present this evening
5. Matthew Bessette – 16 Rolling Acres Drive – has 20 years of experience in all aspects of the construction industry and feels this is a very worthy project
6. Ashley Dopart – 291 Abbot Run – a structural engineering student, and passionate about historical projects and community outreach
7. Carlos Neves – not in town to be present this evening
Councilor Beaulieu thanked all the applicants for volunteering and appearing this evening.

B. RESOLUTIONS
1. R-22-92 – A resolution authorizing and empowering Mayor Jeffrey Mutter to purchase three (3) physiologic monitor/defibrillator units for the Department of Emergency Medical Services from Zoll Medical Corporation in an amount not to exceed one hundred and twelve thousand seven hundred and sixty-six dollars and two cents ($112,766.02)

2. R-22-93 – A resolution authorizing and empowering Mayor Jeffrey Mutter to purchase five (5) transport mechanical ventilators for Cumberland EMS from Zoll Medical Corporation in an amount not to exceed one hundred thousand six hundred and twenty-eight dollars and eleven cents ($100,628.11)

3. R-22-94 – A resolution authorizing and empowering Mayor Jeffrey J. Mutter to enter into an agreement with Southworth-Milton, Inc., to purchase a CAT 420 XE Loader Backhoe for an amount not to exceed One Hundred and Thirty-Three Thousand Five Hundred Dollars and Zero Cents ($133,500)
Mr. Duarte stated that the model originally approved and ordered is no longer being produced. The vendor offered the next generation of model which cost substantially higher and required coming back to the council for approval. After discussion with the water superintendent they were able to work through the state master price agreement and purchase this CAT model for less than the original piece of equipment.

4. R-22-95 – A resolution authorizing and empowering Mayor Jeffrey J. Mutter to enter into an agreement with Underwater Solutions Inc. to remove sediment in excess of two (2) inches in the Town of Cumberland Water Department Palomino Drinking Water Storage Tank as well as install a submersible active mixing system in the Fisher Road tank for an amount not to exceed Twenty Thousand Four hundred and Fifty ($20,450) Dollars for the Cumberland Water Department. 
Mr. Duarte referred to a prior resolution for tank inspections. A change order was needed due to the sediment levels.
The Council held a brief discussion on the topic.

Joao Carvalho, 17 Vineyard Avenue, spoke about problems with rats and garbage. Councilor Metivier assured him that he had visited the location earlier that day and that the trash would be taken care of.
