1.  C-22-45A Notice from the Rhode Island Department of Environmental Management Office of Water Resources regarding an application to alter freshwater wetlands in the Town of Cumberland.

 

Resident Deborah Vine Smith stated that she had researched West Sneech Brook, referenced in this application, and it states that it is graded “B”, meaning the waters were suitable to the protection, maintenance and propagation of viable aquatic and wild life. West Sneech Brook leads into the Blackstone River and then to Narragansett Bay. She is concerned about the use of fertilizers and such on the property referenced in the application and does not support the development.

B.  Recognition for Mercymount student Dante Patricia and presentation of Mayoral citation Video

Mayor Mutter recognized school nurses Kelly Bryda, RN,  and Gina Ludovici, RN. Ms. Ludovici read an email they had sent to the Mayor’s office relating an incident wherein 4th grader Dante Patricia had helped a student who had broken a bone during recess. Dante not only helped the student into the building, he assisted her out of the building when picked up and later checked on her at home to make sure she was doing well.

 

Council President Kinch and the Mayor presented Dante with a citation that he read into the record, and a Blue Marble, inspired by the Blue Mind book, and intended to be passed on by the recipient to another person who does a good thing.


C.  Update from the School Committee Video

Denis Collins reported on the following construction projects:

·         McLaughlin Elementary School cafeteria construction is complete and in use.

·         Ashton School addition is moving along, with the new slab in place and the steel frame well underway.

·         Garvin School’s new addition foundation is almost complete, and the new drainage system is being installed. 

·         Community school’s new addition foundation is almost complete.

·         The BF Norton renovation project is in the final planning phase with demolition scheduled next summer.

 

In academics, the RICAS scores have been released and show some encouraging results post pandemic; the scores will be discussed in upcoming meetings.

 

Teacher conferences are scheduled for December 7, 2022 – there is no school that day.

Mayor Mutter reported that the auditors have begun their work here at Town Hall and at the School Department this week. They are working to meet the December 31, 2022 deadline. He will be updating the council on their progress.

 

F.  Request from the Tax Assessor to review and approve October 2022 abatements and supplemental bills Video

 

MOTION BY COUNCILOR SHAW, SECONDED BY COUNCILOR MAGILL, AND IT IS UNANIMOUSLY VOTED TO APPROVE THE TOTAL 2022 REAL ESTATE SUPPLEMENTAL BILLS IN THE AMOUNT OF $2,546.82. VOTE 7/0.

 

MOTION BY COUNCILOR SHAW, SECONDED BY COUNCILOR MAGILL, AND IT IS UNANIMOUSLY VOTED TO APPROVE THE TOTAL 2021 & 2020 MOTOR VEHICLE SUPPLEMENTAL BILLS IN THE AMOUNT OF $229.73. VOTE 7/0.

 

G.  Update on American Rescue Plan Act plan Video

Mayor Mutter noted that they were having bi-weekly calls with the consultant to review the draft and the consultant’s recommendation is to approve the draft plan now knowing it is subject to amendments at any time.

 

The Mayor referred the draft to the Finance Sub Committee to have the plan before the Council for review the first meeting of December 2022. Mayor Mutter added that a priority is the small business grant and anticipated that would also be on the first December meeting as well.

 

H.  Update and progress report from Franklin Farm Association regarding the next phase of the farmhouse Video

      restoration

 

Franklin Farm Association President Pam Thurlow gave an update on the potential project that will happen at the farm. Their matching funds grant proposal to the RI Historic Preservation and Heritage Commission for $150,000.00 had only garnered $75,000.00, so the town match would also now be $75,000.00.

 

Ms. Thurlow outlined the revised scope of the project. Next steps are to obtain full sized architectural plans for stamping, approval, and send out for bids.

B.  RESOLUTIONS

1.  R-22-96A resolution authorizing and empowering Mayor Jeffrey J. Mutter to into an agreement with Horsley Witten for the Town’s Hazard Mitigation Plan in an amount not to exceed twenty-four thousand dollars ($24,000) Video

 

Planning Director Jonathan Stevens was present via Zoom and noted that the town is under obligation to update its plan every five years. The town went out for an RFQ as the requirements are for the town to have consultants express their qualifications; after review, the professional services committee (consisting of Planning, Finance and Public Works Directors) recommended Horsley Witten. The Committee will get input from police, fire and EMS to identify hazard mitigation procedures that are required by the state. Mr. Stevens asked the Council to proceed with this $24,000.00 commitment, which will almost entirely be paid for by the state through a grant.

 

MOTION BY COUNCILOR BEAULIEU, SECONDED BY COUNCILOR METIVIER, AND IT IS UNANIMOUSLY VOTED TO APPROVE.  VOTE 7/0.

 

2.  R-22-97A resolution authorizing and empowering Mayor Jeffrey Mutter to enter into a contract with CAE Healthcare Inc in an amount not to exceed forty-three thousand one hundred seventy-four dollars ($43,174.00) Video

 

Mayor Mutter stated Chief Pliakas could not be in attendance this evening.  This project went through the competitive bid process, this is the low bidder. We don’t have a hospital in town which is partly why we have a full EMS team – this is another instrument to ensure the team continues to be properly trained.

Ted Vecchio, 584 Bound Road, Woonsocket stated he was happy to hear the ARPA plan is moving forward and is looking forward to the next meeting. He had heard from GottaQ that they are closing; and believes the ARPA funds could possibly help them as well.
