MINUTES OF THE SPECIAL MEETING OF THE CUMBERLAND TOWN COUNCIL
WEDNESDAY, JULY 12, 2023, at 6:00 P.M.

CALL TO ORDER
The regular meeting was called to order at 6:00pm with a roll call of members.
MEMBERS PRESENT:
Present: President Kinch, Councilors, Shaw, Magill, and Beaulieu.
Absent: Councilor Metivier, Schmitt, and Bradley.
Also present—Mayor Jeffrey J. Mutter; Town Planner Glenn Modica; Town Clerk Sandra M. Giovanelli

NEW BUSINESS
A. RESOLUTIONS
1. R-23-53 – A resolution authorizing the filing of an application for an Affordable Housing Community Development Block Grant to support the Steeple & Stone project in an amount not to exceed three hundred thousand dollars ($300,000).
Glenn Modica - This is one of two required public hearings for Affordable Housing CDBG grant specifically for funds towards the purchase of Saint Patrick's Church from the Providence Diocese. There will be another hearing at your next meeting for competitive grant application for the CDBG grant application. This is a wealthy project to increase the Town's affordable housing percentage. In the last few years, our affordable housing rate has dipped down to 5 percent of the required 10 percent.
Councilor Shaw – Of the 44 units that make up the proposed project, what is the percentage of affordable housing.
Mr. Modica – It is 100 percent affordable housing.
Councilor Beaulieu – How do we compare to other communities.
Mr. Modica – Approximately, 10 percent are meeting the goal.
Mayor Mutter – If we are awarded the grant then it would have to go through the Council to issue the funds.
MOTION BY COUNCILOR SHAW, SECONDED BY COUNCILOR BEAULIEU, AND IT UNANIMOUSLY VOTED TO APPROVE. VOTE 4/0.
