The regular meeting was called to order at 7:33pm with a roll call of members.

NEW BUSINESS
4. R-23-45 – A resolution recognizing Cumberland resident Steve Cardoso for his CTE Teacher of the Year Award and his 36 years at Davies Career and Technical School and his lifelong commitment to Cumberland (Presented by Council President Kinch)
President Kinch read the resolution into the record.
Councilor Schmitt stated that he didn’t know anyone more worthy of this citation.
Mayor Mutter shared Councilor Schmitt’s opinion and expressed his own appreciation.
Councilor Magill and President Kinch also commended Mr. Cardoso.
Mr. Cardoso addressed the Council stating he was moved by the citation and felt lucky to live in his hometown and do what he loves.

President Kinch noted that this needed to be rescheduled to June 21, 2023

A. ENTERTAINMENT LICENSE
1. An application for a special event entertainment license from the Arnold Mills Parade Association for the annual 4th of July parade and road race.
Pending insurance certificate, state promoter’s permit, DOT permit, signed lease and fire department approval.
Joyce Hindle Koutsogiane was present to speak about the event.

2. An application for a special event entertainment license from Cumberland Parks and Recreation for 4th of July of 2023 event to be held at Tucker Field on July 3, 2023 (rain date of July 8, 2023).
Pending approval from Fire and EMS.
Parks & Recreation Director Mike Crawley described the event.

Parks & Recreation Director Mike Crawley described this event that is replacing the CumberlandFest event
this year.

DPW Director Joe Duarte explained the department’s wish to do a little further research before putting this forward.

1. R-23-42 – A resolution authorizing the Town of Cumberland to lease a fingerprint scanner from Thales Dis USA Inc. in an amount not to exceed six hundred dollars ($600) per month for a total of forty-three thousand two hundred ($43,200) dollars over a 72-month period
Police Chief Matthew Benson explained that the vendor was no longer servicing the old machine and its software.
MOTION BY COUNCILOR METIVIER, SECONDED BY COUNCILOR MAGILL, AND IT IS UNANIMOUSLY VOTED TO APPROVE. VOTE 6/0.
2. R-23-43 – A resolution authorizing and empowering Mayor Jeffrey J. Mutter to enter into an agreement with Beta Group for bidding and construction administration for the Abbott Street pumping station in an amount not to exceed eighty-eight thousand dollars ($88,000)
DPW Director Duarte explained the agreement.
MOTION BY COUNCILOR SHAW, SECONDED BY COUNCILOR MAGILL, AND IT IS UNANIMOUSLY VOTED TO APPROVE. VOTE 6/0.
3. R-23-44 – A resolution authorizing and empowering Mayor Jeffrey J. Mutter to enter into an agreement with Pare Corporation for Site and Civil Engineering Services for the Diamond Hill Park Pump Track in an amount not to exceed fifty thousand five hundred dollars ($50,500)
DPW Director Duarte explained the requirements for handling stormwater. This is survey work that will direct the builders.
Mayor Mutter stated this will be a step towards toward having the track installed in 2024, which will be a significant addition to the park.
MOTION BY COUNCILOR SHAW, SECONDED BY COUNCILOR MAGILL, AND IT IS UNANIMOUSLY VOTED TO APPROVE. VOTE 6/0.
4. R-23-45 – (heard earlier) A resolution recognizing Cumberland resident Steve Cardoso for his CTE Teacher of the Year Award and his 36 years at Davies Career and Technical School and his lifelong commitment to Cumberland (Presented by Council President Kinch)
5. R-23-46 – A resolution adopting the Unsynchronized Tax Levy for portions of Fiscal Year 2024 and Fiscal Year 2025
Mayor Mutter briefly spoke about the unsynchronized tax system and asked for passage.
MOTION BY COUNCILOR SHAW, SECONDED BY COUNCILOR MAGILL, AND IT IS UNANIMOUSLY VOTED TO APPROVE. VOTE 6/0.
6. R-23-47 – A resolution authorizing Mayor Jeffrey J. Mutter and the President of the Town Council to execute a Memorandum of Agreement with the Cumberland EMS, Local 2075, International Association of Firefighters
President Kinch noted that Resolution 23-47 should read Local 2725, not Local 2075 – asked for a motion to table for two weeks to make corrections.

1. #23-18 – An ordinance to change the Town of Cumberland Zoning Map – Assessor's Plat 39, Lot 292
Referred to the Planning Board and Ordinance Sub-Committee.
PUBLIC COMMENTS
Mayor Mutter recognized Kim Berard who recently retired from the Water Department, stating that she did a fantastic job at the Water Department.
