MINUTES OF THE REGULAR MEETING OF THE CUMBERLAND TOWN COUNCIL
WEDNESDAY, DECEMBER 4, 2024 at 7:30 P.M.

45 BROAD STREET, CUMBERLAND, RHODE ISLAND

The regular meeting was called to order at 7:53 p.m. with all Council Members Present.
Council President Michael L. Kinch, Councilors Peter J. Bradley, James K. Metivier, Robert G. Shaw Jr., Timothy C. Magill, Jodi C. Sweet and Councilor Lisa A. Beaulieu.
Also, present were Mayor Jeffrey J. Mutter, Sandra M. Giovanelli, Town Clerk; Kerri A. Rossi, Deputy Town Clerk and Melinda Brouillard, Finance Director.
lead by the Ashton-Berkley Boy Scouts.

President Kinch and Council took a moment of silence Honoring of Mr. John Buckley. Mr. Buckley served many years on the Town of Cumberland’s Pension Board and had a great wealth of knowledge representing the Town on pension issues.

A. Acceptance of Minutes of the Special and Regular meeting of November 20, 2024
MOTION BY COUNCILOR BEAULIEU, SECONDED BY COUNCILORS MAGILL AND SHAW, IT IS UNANIMOUSLY VOTED TO APPROVE THE CONSENT AGENDA. VOTE 7/0.

A. Report of Executive Session vote(s), as may be necessary.
No Executive Session Vote(s) to report
Council President Kinch noted that there will be one meeting in the month of January due to the holiday, but a Special Meeting will be held if necessary.
C. Pending 2024-2025 License Renewals; possible vote.
Council President Kinch noted the pending 2024-2025 license renewals are non-alcohol related licenses and majority of the non-compliant licenses are due to Fire Inspections issues; therefore, these renewals will be extended for an additional 30 day.
MOTION BY COUNCILOR BEAULIEU, SECONDED BY COUNCILORS SHAW AND MAGILL, IT IS UNANIMOUSLY VOTED TO EXTEND THE PENDING 2024-2025 LICENSE RENEWALS FOR AN ADDITIONAL 30 DAYS. VOTE 7/0.

A. ORDINANCES FOR PUBLIC HEARING
1. #24-25 – An ordinance authorizing the placement of Stop Signs on Quail Street at the intersection of Weeks Street (Tabled from November 6, 2024)
MOTION BY COUNCILOR BEAULIEU, SECONDED BY COUNCILOR SHAW IT IS VOTED TO TABLE ORDINANCE #24-25 AND REFER TO ORDINANCE SUB-COMMITTEE. VOTE 7/0.
Council President Kinch asked for a motion to table the foregoing appointments until January 15, 2025.
Councilor Shaw explained that tabling the foregoing appointments will allow the Council time to ensure that candidates are properly vetted ensuring that reappointed and appointed candidates have the best interest for the Town of Cumberland.
Mayor Mutter questioned if item number 6, the appointment for the K-12 Programs Coordinator will be tabled until January 15, 2025 as well. Mayor Mutter explained that this appointment is an Executive staff appointment.
President Kinch replied yes that the item 6, the appointment for the K-12 Programs Coordinator will be tabled until January 15, 2025.

6. OFFICE OF CHILDREN, YOUTH & LEARNING
K-12 Programs Coordinator
MOTION BY COUNCILOR BEAULIEU, SECONDED BY COUNCILOR SHAW IT IS VOTED TO TABLE THE FOREGOING APPOINTMENT TO THE OFFICE OF CHILDREN, YOUTH AND LEARNING UNTIL JANUARY 15, 2025. VOTE 7/0.
B. RESOLUTIONS
1. R-24-110 – A resolution authorizing and empowering to enter into a renewal agreement with CivicPlus for website services in an amount not to exceed eleven thousand two hundred and sixty-four dollars and ninety-two cents ($11,264.92). 
MOTION BY COUNCILOR MAGILL, SECONDED BY COUNCILOR SHAW, IT IS UNANIMOUSLY VOTED TO APPROVE RESOLUTION #24-110. VOTE 7/0.
2. R-24-111 – A resolution amending the Town of Cumberland’s Community Recovery Fund Spending Plan.
Mayor Mutter explained that the funds must be encumbered before the end of the year. Mayor Mutter summarized the re-allocation of funds for Diamond Hill Park. Mayor Mutter explained that contractually these funds must be utilized before the end of the year. Mayor Mutter also spoke about the re-allocation of funds for the drainage project, bids for the project have been submitted and are under review. Mayor Mutter requested Resolution 24-111 be tabled until the next Council meeting.
Councilor Beaulieu requested Mayor Mutter to provide a summary of the reallocated funds.

3. R-24-112 – A resolution authorizing and empowering Mayor Jeffrey J. Mutter to transfer the tax title for 18 Menard Street to Wayne and Dawn Newman.
MOTION BY COUNCILOR SHAW, SECONDED BY COUNCILOR MAGILL IT IS VOTED TO TABLE RESOLUTION #24-112 UNTIL DECEMBER 18, 2024. VOTE 7/0.
