MINUTES OF THE SPECIAL MEETING OF
THE CUMBERLAND BOARD OF LICENSE COMMISSIONERS
WEDNESDAY, JUNE 16, 2021 AT 7:30 P.M.
VIRTUAL – OPEN SESSION

The meeting was called to order at 7:31p.m. by Chairman Metivier
Present via Zoom: Chairman Metivier, Commissioners Kinch, Magill, Beaulieu, Bradley, Schmitt and Shaw

A. Acceptance of Minutes of the Regular Meeting of June 2, 2021
MOTION BY COMMISSIONER SCHMITT, SECONDED BY COMMISSIONER KINCH, AND IT IS UNANIMOUSLY VOTED TO APPROVE BY A ROLL CALL. VOTE 7/0.
A. CLASS F1 LICENSE (ONE DAY BEER AND WINE LICENSE)
1. An application for a one-day Class F1 from Maia V. Mata for a Sweet 15th Birthday Party being held at Diamond Hill Park on August 14, 2021
Chairman Metivier stated that this application was pending insurance certificate and final tent inspection, if applicable and meet the police department conditions.
Commissioner Shaw stated that the address on the application is for the Monastery but is listed as being at Diamond Hill Park. Solicitor Morris-Salvatore expressed concern that there could be an open meetings violation. Shaw asked for a special meeting before the next council meeting to address this.
Maria Mata was present to and agreed to postpone.
MOTION BY COMMISSIONER SHAW, SECONDED BY COMMISSIONER KINCH, AND IT IS UNANIMOUSLY VOTED TO TABLE TO JULY 21, 2021, BY A ROLL CALL.
CLASS BNT LICENSE -PRESENTATION & PERMISSION TO ADVERTISE 
1. An application for a Class BNT license from Nellie’s Lounge, LLC d/b/a Nellie’s Lounge, 433 Broad Street
Public hearing scheduled for July 21,2021.
CLASS BV LICENSE – PUBLIC HEARING 
1. Discussion and possible vote relating to reducing the number of Class BV License or making the licenses available by lottery
Commissioner Metivier stated that there are three BV licenses not currently allocated. They were formerly at Le Parch, the Garage Bar & Grill and the Corner Pub. In 2018 the Council went through a similar exercise. Do we want to keep these licenses to issue on a lottery basis or reduce them from our overall count?
Commissioner Shaw confirmed that the total count of BV licenses is 18, 3 of which are unused. He stated he was in favor of reducing the overall number to 15, seeing as the non-transferable BNT license is available for any applicant.
MOTION BY COMMISSIONER SHAW, SECONDED BY COMMISSIONER KINCH, AND IT IS VOTED TO REDUCE THE NUMBER OF BV LICENSES FROM 18 TO 15, BY A ROLL CALL. VOTE 6/1.
Nay: Commissioner Bradley

There were none.

MOTION BY COMMISSIONER MAGILL, SECONDED BY COMMISSIONER KINCH, AND IT IS UNANIMOUSLY VOTED TO ADJOURN AT 7:41P.M. BY A ROLL CALL. VOTE 7/0.
