MINUTES OF THE MEETING OF
THE CUMBERLAND BOARD OF LICENSE COMMISSIONERS
WEDNESDAY, NOVEMBER 2, 2022 AT 7:30P.M.
CUMBERLAND PUBLIC SAFETY BUILDING, 1379 DIAMOND HILL ROAD, CUMBERLAND

The meeting was called to order at 7:34p.m. by Vice Chairman Magill
Present: Chairman Metivier, Commissioners Kinch, Bradley, Shaw, Schmitt and Beaulieu

A. Acceptance of minutes of the regular meeting of October 5, 2022
MOTION BY COMMISSIONER SHAW, SECONDED BY COMMISSIONER KINCH, AND IT IS UNANIMOUSLY VOTED TO APPROVE. VOTE 7/0.
A. CLASS BNT LICENSE – PUBLIC HEARING
1. An application for a Class B Non-Transferable license from Blackstone Herbs & Coffee Bar d/b/a Apothica Inc. located at 3 Dexter Street
Pending TIPS certifications, certificate of insurance, certificate of good standing and approval from the Building office.
Applicant Eddy Sandoval, 3 Dexter Street, was present. After having been in business for two years they would like to expand to serving cocktails and consider opening two evenings a week, from 6:00pm – 10:00pm. Current hours are 9:00am – 3:00pm, Wednesday through Sunday. The overall goal is to be an sophisticated speakeasy with soft lighting.
Public hearing opened at 7:37pm.
Commissioner Schmitt asked about food sales exceeding beverage sales and what they would offer as food for an evening opening. This doesn’t seem to meet the requirements of a BNT.
Solicitor Morris-Salvatore stated that not all of the considerations have to be met.
Future housing at the Ann & Hope Mill Complex and that potential for increased foot traffic/customers was discussed.
Vice Chair Magill asked if anyone wished to speak in favor or against.
Marcio Martins, 8 Hines Farm Drive, stated that he had a concern about night-time hours and the resulting traffic.
Commissioner Bradley asked about the on-street parking. Mr. Metivier spoke to unused parking on the north side of Dexter Street.
Mayor Mutter voiced his support of the business based on the business’s uniqueness and their success over the last two years.

2. An application for a Class B Non-Transferable license from Broad Street Sports Lounge LLC located at 433 Broad Street
Public hearing opened at 7:49pm.
John Carvalho, 419 Broad Street, A&B – said e was not against the license, but does the business have a dumpster? The previous business dumped black bags in a pile and attracted rats. There should be a dumpster.
Applicant Michael Freitas stated that he had cleaned all the trash and the property since he has owned it. He agreed that it had been a mess he will keep it clean. and look into a dumpster. Spoke to having a creating of sports bar.

Vice Chair Magill stated, if there is no objection we will vote on these by license type. If there are any concerns or questions relating to a specific license, it can be removed from the list prior to taking a vote.
All licenses are pending payment of outstanding taxes, fire department approval and certificate of good standing.
