MINUTES OF THE SPECIAL MEETING OF THE CUMBERLAND BOARD OF LICENSE COMMISSIONERS

WEDNESDAY, NOVEMBER 20, 2024 at 7:30 P.M.

The meeting was called to order at 7:32 p.m.

ACCEPTANCE OF PREVIOUS MINUTES Video

 A.  Acceptance of Minutes of the regular meeting of November 6, 2024.

OLD BUSINESS Video

     A.  CLASS BV LICENSE-PUBLIC HEARING

1.      A transfer application from Mickey’s Valley View Pub to Valley Falls Entertainment LLC d/b/a Mickey’s Valley View Pub, 46 Carpenter Street (tabled from November 6, 2024).

(APPROVAL IS PENDING INSURANCE, RETAIL SALES PERMIT, DEPARTMENT OF HEALTH FOOD BUSINESS LICENSE)

 

Public Hearing opened at 7:32 o’clock pm

 

Sami Karraz, Old River Road, Lincoln RI, introduced himself to the Council as one of the new owners requesting to transfer the business from Mickey’s Valley Pub to Valley Falls Entertainment LLC.  Mr. Karraz owns a Jewelry Business in Pawtucket.  Mr. Karraz had spoken to neighbors regarding their concerns, and implementing better security, trash containers, and fencing to avoid loitering.

 

Jonathan Karraz, Old River Road, Lincoln RI, is also partnered with his brother Sami Karraz in requesting the approval to transfer the application from Mickey’s Valley View Pub to Valley Falls Entertainment LLC. Mr. Karraz is a Lincoln Police Officer.

 

Commissioner Kinch asked about the meeting with the neighbors.

 

Sami Karraz explained that approximately 8-10 neighbors attended the meeting, and Mr. Karraz felt as if the meeting went well as he listened to the neighbor’s concerns, and addressed how the issues will be resolved.

 

Commissioner Schmitt asked if this was an adult entertainment establishment.

 

Solicitor Salvatore added that it is the only adult entertainment establishment in the Town of Cumberland.

 

Commissioner Schmitt asked if the new license would allow this establishment to conduct business as an adult entertainment business.

 

Solicitor Salvatore addressed Commissioner Schmitt and explained that this agenda item is for the BV License and not Zoning.

 

Commissioner Schmitt is not in favor of this and did not want to encourage the continuance of an adult entertainment business.

 

Solicitor Salvatore explained that other than the criminal aspect it is hard to deny unless there is something on the application other than the use.

 

Commissioner Shaw suggested that the new owners hear the history of the establishment so they can do better.

 

Commissioner Schmitt asked if this transfer could be approved subject to the conditions.

 

Solicitor Salvatore explained conditions and revocations that can be made if approved.

1.      A stock transfer application changing the ownership of Restaurante Serra Da Estrella, Inc., 168 Broad Street

Chairman Metivier called for a motion to amend the agenda to read Class BV License-Presentation & Permission to Advertise.

 

MOTION MADE BY COMMISSIONER SHAW, SECONDED BY COMMISSIONER KINCH, IT IS VOTED

UNANIMOUSLY TO AMEND THE AGENDA.  VOTE 7/0.
