MINUTES OF THE REGULAR MEETING OF THE CUMBERLAND BOARD OF LICENSE COMMISSIONERS

WEDNESDAY, SEPTEMBER 3, 2025 at 7:30 P.M.

Chairman Shaw called the meeting to order at 7:32 p.m.

 

Members Present: Chairman Shaw, Jr., Commissioners Kinch, Bradley, Magill, Beaulieu, and Sweet

 

Members absent: Commissioner Metivier

 

ACCEPTANCE OF PREVIOUS MINUTES

A.  Acceptance of Minutes of the regular meeting of August 20, 2025.

 

MOTION BY COMMISSIONER KINCH, SECONDED BY COMMISSIONER MAGILL TO APPROVE. 

VOTE 6/0.

 

OLD BUSINESS

A.  CLASS BV – PUBLIC HEARING

1.   A transfer application from McT's Tavern, Inc. to Carlton Catering & Services LLC d/b/a McT’s, 940 Mendon Road

 

The public hearing was opened at 7:33 pm.

 

Attorney Jack Gagnon from Pawtucket, representing Carlton Catering and Services LLC, introduced the sole member, William Carlton, to the Board.  Mr. Gagnon explained that Mr. Carlton has over 15 years of experience in the culinary and hospitality industries.

Mr. Carlton addressed the Board, expressing his long-held dream to own an establishment where families, friends, and children could gather.  He emphasized his commitment to maintaining McTs' tradition of charity work and giving back to the community, stating he wanted to "keep up what McT’s is doing" and be "an all stand out restaurant."  He confirmed the hours of operation would be from 12 p.m. to 12 a.m.

Chairman Shaw noted that approval would be pending several requirements, including a certificate of insurance, a letter of good standing, fire approval, department of health approval, tip certification, and a retail sales permit.

Commissioner Beaulieu acknowledged the former owners, Tim and Sandy McCann, for their extensive charitable contributions to the town, expressing hope that Mr. Carlton would keep up that type of effort.

Commissioner Kinch echoed these sentiments about the McCanns' service to the community and thanked Mr. Carlton for choosing to keep his business in Cumberland. 

 

The public hearing was closed at 7:36 pm.

 

MOTION BY COMMISSIONER BEAULIEU, SECONDED BY COMMISSIONER SWEET, AND IT WAS UNANIMOUSLY VOTED TO APPROVE PENDING CERTIFICATE OF INSURANCE, LETTER OF GOOD STANDING, FIRE APPROVAL, DEPARTMENT OF HEALTH, T.I.P.S CERTIFICATION, AND RETAIL SALES PERMIT.  VOTE 6/0.

 

NEW BUSINESS

A.  TEMPORARY OUTDOOR SERVING LICENSE 

1.   An application for a temporary outdoor serving license from Furna Bar & Restaurant, 422 High Street, for a fundraiser on September 7, 2025, rain date September 8, 2025.

 

The public hearing was opened at 7:38 pm.

 

A representative requested to change the date from September 7, 2025 to October 12, 2025, which would be a Sunday. The event would run from 12 p.m. to 7 p.m., with entertainment at noon.  The representative clarified that all food and alcohol would be served inside, but patrons would be able to go out back if desired.

Due to the date change, the Board decided to table the matter to ensure proper advertising.

 

The public hearing was closed at 7:40 pm.
