MINUTES OF THE SPECIAL MEETING OF THE

CUMBERLAND BOARD OF LICENSE COMMISSIONERS

WEDNESDAY, APRIL 15, 2026 at 7:30 P.M.

CALL TO ORDER

The meeting was called to order at 7:32 PM.  All members were present.

ACCEPTANCE OF PREVIOUS MINUTES

 A.  Acceptance of Minutes of the regular meeting of April 1, 2025.

 

MOTION BY COMMISSIONER KINCH, SECONDED BY COMMISSIONER MAGILL AND IT IS UNANIMOUSLY VOTED TO APPROVE.  VOTE 7/0.

 

OLD BUSINESS

    A.  CLASS C LICENSE-PUBLIC HEARING Video

1.      An application for a Class C Liquor License from Jones Street Tavern LLC dba Jones Street Tavern, 8-10 Jones Street.

 

The public hearing was opened at 7:32 PM.

Attorney John Ciacci appeared on behalf of the owner and applicant, Pedro Lopes, who was also present, along with property owner Mr. Almeda as landlord. Attorney Ciacci represented that the intent was straightforward: to transfer the existing license to the new owner with no changes to the establishment's traditional use, which includes no food service.

The public hearing was closed at 7:33 PM.

MOTION BY COMMISSIONER METIVIER, SECONDED BY COMMISSIONER KINCH AND IT IS UNANIMOUSLY VOTED TO APPROVE PENDING RETAIL PERMIT, TIP CERTIFICATION, INSURANCE, AND A FIRE INSPECTION. VOTE 7/0.

 

 B.  CLASS BNT LICENSE-PUBLIC HEARING Video

1.        An Amendment to El Rodeo Mexican Family Restaurant’s Class BNT Liquor License relocating the outdoor seating area

 

The public hearing was opened at 7:33 PM.

Anthony Gonzalez appeared on behalf of El Rodeo Mexican Family Restaurant, along with Juan Gonzalez, to request

approval for the relocation of their existing outdoor seating area to the other side of the building. The purpose of the move was described as operational convenience and improved service.

The public hearing was closed at 7:35 PM.

MOTION BY COMMISSIONER KINCH, SECONDED BY COMMISSIONER MAGILL AND IT IS UNANIMOUSLY VOTED TO APPROVE PENDING FIRE INSPECTION OF OUTDOOR AREA.  VOTE 7/0.

 

NEW BUSINESS

    A.  CLASS F (ONE DAY BEER & WINE LICENSE) Video

1.      An application for a Class F License from Blackstone River Glass LLC (30 Meeting Street) for a fundraiser on Saturday, June 6, 2026.

 

The public hearing was opened at 7:36 PM.

Rebecca Zukov appeared on behalf of Blackstone River Glass LLC, a glass arts school located at the Cadillac Mills building on Meeting Street. She described the event as an indoor and outdoor fundraiser supporting the school's educational programming, including an upcoming partnership with RISD's continuing education program for adults. The event would feature live outdoor music, food trucks, and approximately 80 attendees. Beer and wine only would be served, most likely by a hired TIP-certified server. The possibility of using a licensed mobile bar service was briefly discussed and was directed to contact the Town Clerk’s office for guidance.

The public hearing was closed at 7:40 PM.

MOTION BY COMMISSIONERS SWEET AND METIVIER, SECONDED BY COMMISSIONER BEAULIEU AND IT IS UNANIMOUSLY VOTED TO APPROVE PENDING TIPS CERTIFICATION.  VOTE 7/0.
