MINUTES OF THE MEETING OF THE CUMBERLAND BOARD OF LICENSE COMMISSIONERS
WEDNESDAY, AUGUST 19, 2026 at 7:30 P.M.
CUMBERLAND PUBLIC SAFETY BUILDING COMMUNITY ROOM
1379 DIAMOND HILL ROAD, CUMBERLAND, RHODE ISLAND

The meeting of the Cumberland Board of License Commissioners was called to order at 7:50p.m.; all members are present.

A. Acceptance of Minutes of the regular meeting of July 15, 2026.
MOTION BY COMMISSIONER KINCH, SECONDED BY COMMISSIONER MAGILL, AND IT WAS UANIMOUSLY VOTED TO APPROVE. VOTE 7/0.
A. TEMPORARY OUTDOOR SERVING LICENSE
1. An application from Cumberland Athletic Club for their annual Summer Outing located at 30 Hamilton Street on September 19, 2026 from Noon to 8 p.m. with a rain date September 26, 2026.
The public hearing opened at 7:51p.m.
Tom Ryan appeared on behalf of Club requesting the Board consider their application for their members’ annual cookout on the back lawn area where they will also be playing some cornhole. He noted that they’ve held this event in the past with no issues.
It was noted that approval would be contingent upon receipt of an updated insurance certificate.
The public hearing was closed at 7:52p.m.
MOTION BY COMMISSIONER KINCH, SECONDED BY COMMISSIONER MAGILL, AND IT WAS UANIMOUSLY VOTED TO APPROVE. VOTE 7/0.
B. CLASS BV LICENSE FOR PRESENTATION & PERMISSION TO ADVERTISE
1. A transfer application for a Class BV License from Jose Almeida dba Valley Park Pub to Mar & Morna located at 17 Mill Street.
The license application was read into the record for presentation and permission to advertise.
C. CLASS F1 (ONE-DAY FULL LIQUOR LICENSE)
1. An application for a Class F1 One Day Full Liquor License from Blackstone River Glass LLC for Island Night at BRGC event on September 11, 2026 from 6 p.m. – 10 p.m. located at 30 Meeting Street.
The public hearing opened at 7:54p.m.
The owner Rebecca Zhukov was present to explain the event and answer any questions.
Commissioner Magill questioned if they intended to have a rain date because the application didn’t list one.
She noted that there is no rain date as the event will happen indoors if the weather doesn’t permit to occur outdoors.
It was noted that approval would be contingent upon receipt of the promoter’s permit.
The public hearing was closed at 7:55p.m.
MOTION BY COMMISSIONER MAGILL, SECONDED BY COMMISSIONER KINCH, AND IT WAS UANIMOUSLY VOTED TO APPROVE. VOTE 7/0.
