CALL TO ORDER

The Special Meeting of the Cumberland Board of License Commissioners was called to order at 7:30p.m.; all members are present. 

ACCEPTANCE OF PREVIOUS MINUTES

A.    Acceptance of Minutes of the regular meeting of June 17, 2026.

MOTION BY COMMISSIONER KINCH, SECONDED BY COMMISSIONER MAGILL, AND IT WAS UANIMOUSLY VOTED TO APPROVE.  VOTE 7/0.

NEW BUSINESS

A.  TEMPORARY OUTDOOR SERVING LICENSE

1.  An application for a temporary outdoor serving license from Fatima Holy Name Society for their annual feast on Friday, September 4, 2026 through Sunday, September 6, 2026.

 

The public hearing opened at 7:30p.m.

 

Vincent Trombetti appeared on behalf of Frank Cardoso, President of the Our Lady of Fatima Annual Feast and its committee. Mr. Trombetti noted that the feast has been a part of the Cumberland community for over 50 years, rooted in Portuguese heritage and Catholic faith, and welcomes all members of the public for a weekend of faith, culture, food, music, and fellowship. He requested the Board's approval to continue this long-standing tradition.

 

The Board noted that approval would be contingent upon final tent inspection and receipt of a promoter’s permit.

The public hearing was closed at 7:32p.m.

MOTION BY COMMISSIONER MAGILL, SECONDED BY COMMISSIONER METIVIER, AND IT IS UNANIMOULSY VOTED TO APPROVE PENDING FINAL TENT INSPECTION AND PROMOTERS PERMIT.  VOTE 7/0.

B.  CLASS F1 (ONE-DAY FULL LIQUOR LICENSE)

1.   An application for a Class F1 One Day Full Liquor License from Bev Voyage for two babies’ showers to be held at Phantom Farms on August 22^nd from 2 p.m. to 5 p.m. and August 29^th from 4p.m. to 9p.m.

The public hearing was opened at 7:32p.m.

No representative from Bev Voyage or Phantom Farms was present. The Board noted that approval would be contingent upon final tent inspection.

The public hearing was closed at 7:33p.m.

MOTION BY COMMISSIONER KINCH, SECONDED BY COMMISSIONER METIVIER AND COMMISSIONER MAGILL, AND IT WAS UNANIMOUSLY VOTED TO APPROVE PENDING FINAL TENT INSPECTION.  VOTE 7/0. 

 

C.  CLASS F (ONE-DAY BEER & WINE LIQUOR LICENSE)

1.   An application for a Class F One Day Beer & Wine Liquor License from the Cumberland Beagle Club for Layla’s Dream Fundraiser on September 19^th from 10a.m. to 4 p.m.; rain date on September 20^th. 

 

A public hearing was opened at 7:34p.m.

Fred Leonard, recent President of the Cumberland Beagle Club and a founding member of the Layla's Dream charity, addressed the Board. He explained that Layla's Dream was established by BJ and Elena Charette in memory of their daughter, who passed away from sepsis. Funds raised are donated to Hasbro Children's Hospital to support sepsis research and to provide toys for children in the critical care unit. Mr. Leonard noted that this would be the ninth annual fundraiser and that total cumulative donations are expected to surpass $100,000. He confirmed that he is TIP certified, that his certification was included with the application, and that he would be present at the event from setup through close. He noted the event is beer and wine only, with non-alcoholic beverages also available, and that all food would be brought in as donations from Davenport's Restaurant and Cumberland House of Pizza, with nothing prepared on-site.

The Board noted that all materials were in order.

The public hearing was closed at 7:36p.m.

MOTION BY COMMISSIONER METIVIER, SECONDED BY COMMISSIONER KINCH AND COMMISSIONER BEAULIEU, AND IT WAS UNANIMOUSLY VOTED TO APPROVE.  VOTE 7/0.
