MINUTES OF THE CUMBERLAND TOWN COUNCIL

SPECIAL MEETING OF MONDAY, JANUARY 12, 2009

CUMBERLAND HIGH SCHOOL LIBRARY (MAIN BUILDING)

The meeting was called to order at 6:30 p.m. by Council President Higgins.  

 

MEMBERS PRESENT:

Council President Higgins, Councilors Ackerman, Lemois, Albuquerque, Morris, Dwyer and Kirkpatrick    

 

Also present Sandra M. Giovanelli, Town Clerk

APPOINTMENTS - ZONING BOARD:

Nomination and Appointment of a Full Member to the Zoning Board of Review Due to Edward G. LeBlanc’s resignation  

Term ending December 31, 2013

 

Tim Caggiano of 31 Kennedy Court

Tara Capuano of 2 Sweet Blossom Lane

Robert Chaput of 46 High Ridge Drive

Karst Hoogeboom of 6 Woodcrest Drive

Christopher O’Leary of 148 Shirley Drive

 

The name of Tara Capuano was placed in nomination by Councilor Lemois, seconded by Councilor Morris. 

 

The name of Robert Chaput was placed in nomination by Councilor Dwyer, seconded by Councilor Ackerman. 

 

Council President Higgins asked for other nominations.  There being no other nominations, Council President Higgins declared nominations closed.

 

Councilor Lemois asked if they could call for public input.

 

Edward G. LeBlanc clarified that he did not resign but instead chose to not seek re-appointment.  He stated that oddly enough there were two candidates just nominated which he didn’t know would be nominated but he is the only person present who has had the opportunity to work with both of those candidates the Zoning Board.  He explained that for that reason he would hope that they would give his opinion some credence.  He encouraged the Board to appoint Tara Capuano not because Robert Chaput is not qualified but if they are looking for the best candidate, in his opinion it is Tara Capuano.  He added that she is well educated and based on her history with the Zoning Board she is well dedicated.  He mentioned that Ms. Capuano always comes to the meetings well prepared, always prompt and participated at the right level.  He concluded that if they look at her record over her time on the Board as an alternate, which he has and compare that to the other alternate, as he has they should come to the conclusion that Ms. Capuano is the best qualified candidate.                  

 

Councilor Morris explained that she also had the opportunity to seat on the Zoning Board with Tara Capuano.  She stated that Ms. Capuano has always been very thoughtful and deliberate in her decision making.  She also stated that Ms. Capuano never over speaks, whatever she has to say is important to the discussion and having had the experience with her she understands the standards are and knows how to apply them.  She stressed that this appointment is very important because the Zoning Board really only consists of five voting members so every single person on that Board is important.  She explained that she doesn’t know Mr. Chaput, she is sure he is a wonderful person that could succeed to the level of a permanent member but Ms. Capuano has been on the Board for three and half years.  She concluded that Ms. Capuano clearly has the most experience and her experience she understands the standard very well and as all of them know in this Town it is extremely important to have a well educated and knowledgeable Zoning Board so she implored all of them to choose the best candidate and not the candidate who has only been with the Board for a year.     

 

Councilor Kirkpatrick asked Ms. Capuano if her current development ties would prevent her from serving the Zoning Board as a permanent member. 

 

Ms. Capuano replied that she currently own four vacant lots in Cumberland and if she were to build they all meet current zoning regulations so there were nothing that she would need to do to change that assuming that there would be anything that would prevent her from serving on the Zoning Board.   

 

Council President asked for a roll call vote.

Councilor Morris, Albuquerque, Lemois and Kirkpatrick voted for Tara Capuano.

Council President Higgins, Councilor Dwyer, and Councilor Ackerman voted for Robert Chaput.

Tara Capuano was appointed a full member to the Zoning Board by a roll call vote of 4/3.

Due to John P. McCoy’s term expiring on December 31, 2008

John P. McCoy was appointed a full member of the Zoning Board by a roll call vote of 7/0.

Council President Higgins asked for other nominations.  There being no other nominations, Council President Higgins declared nominations closed and asked for a roll call vote.

 

Council President Higgins, Councilors Kirkpatrick, Morris, Albuquerque and Ackerman voted for Karst Hoogeboom.

Councilors Dwyer and Lemois voted for Christopher O’Leary.   

 

Karst Hoogeboom was appointed the 2nd Alternate for the Zoning Board by a roll call vote of 5/2.
