2.  ** AN ORDINANCE IN AMENDMENT OF CHAPTER 19 OF THE REVISED ORDINANCES OF THE CITY OF EAST PROVIDENCE, RHODE ISLAND, 1987, AS AMENDED, ENTITLED "ZONING.", which amends Section 19-96 entitled "Districts--Designated", is hereby amended as follows:

 

A portion of Parcel 1.1 on Map 604, Block 1 present?? located in Residential 5/Cluster; Residential 4 and Residential 3 Districts is hereby changed to be included in an Open Space 1 District provided, however that all requirements and stipulations be fulfilled.

CHAPTER NO. 271

The above-entitled ordinance, referred to this time and place for a public hearing and consideration of final passage, is called for hearing.

 

Mr. Conley informs the Council that one condition to this zone change was the approval by the Law Department of an easement and the conveyance of that easement to the City of East Providence.  He says as of right now the conveyance to the City has not yet taken place, therefore before the zone change becomes effective, that conveyance must be in place.

 

On motion of Mr. Lynch, seconded by Mr. Larisa, and on a unanimous roll-call vote with all Council members present and voting, said ordinance is adopted.

Councilman Sullivan receives Unanimous Consent to speak and to discuss Highway safety.

 

He speaks on fatal accidents on Wampanoag Trail.  He urges the Council to send a letter to the Department of Public Works requesting a traffic survey to be done in the area.

 

Motion is made by Mr. Sullivan, seconded by Mr. Lynch, to send the letter.  Motion passes 5-0.

 

The meeting is recessed at 8:25 P.M. and reconvenes at 8:35 P.M. with all Council members present.

2.  * AN ORDINANCE IN AMENDMENT OF CHAPTER 18 OF THE REVISED ORDINANCES OF THE CITY OF EAST PROVIDENCE, RHODE ISLAND, 1987, AS AMENDED, ENTITLED "VEHICLES AND TRAFFIC.", which amends Article X entitled "Stopping, Standing and Parking.", Subsection 18-307 entitled "Parking prohibited at all times.", by deleting therefrom the following:

 

Somerset Avenue (west side), from Burnside Avenue northerly approximately 300 feet to the south property line of Delle Femine Field Playground.

Mr. Sullivan speaks on this ordinance.  He says the Council gave final passage on October 4, 1993 to an ordinance which prohibited parking on the west side of Somerset Avenue from Burnside Avenue to the Frank Delle Femine field.  He says the next day, he received several phone calls from neighboring residents, who were upset because they were never notified about the ordinance.  He suggests extending Somerset Avenue through the wooded section into the parking lot at the Junior High School.  Also, he suggests placing a gate at the field.  He says members of the Little League and Pop Warner League would like to have a small storage area for equipment.

 

Mr. Sullivan request that in the future, the Department of Public Works and the City Traffic Engineer give the Council the reason why they propose an ordinance.

 

The above-entitled ordinance is introduced and, on motion of Sullivan, seconded by Mr. Lynch and on a unanimous roll-call vote with all Council members present and voting, is given first passage and referred to the next regular Council meeting, to be held on, November 15, 1993, for a public hearing and consideration of final passage.

Mr. Miranda receives Unanimous Consent and asks for a meeting between the City Council and the School Committee regarding the properties at Warren Avenue and Bentley Street.  He asks Julia Forgue to be in attendance.

 

Mr. Larisa asks for more information on the pros and cons of the properties merging.

 

Motion is made by Mr. Miranda, seconded by Mr. Sullivan, and voted 5-0 to schedule the meeting.

 

Mayor Grant reminds the Council that at the November 15th meeting, the annual Christmas Display judges will be appointed, and asks the Council to have two or three people for appointment.

 

The meeting recessed and went into Closed Session at 8:45 P.M. on motion of Mr. Miranda, seconded by Mr. Sullivan.

 

Meeting reconvened with all Council members present and adjourned at 9:10 P.M.
