The order of speakers will be on a first-come, first-serve basis and the maximum time for public comment shall be limited to thirty (30) minutes per meeting.

Sec. 18-421 entitled “definitions” of Article XIV entitled “Bicycles” of chapter 18 is replaced and amended to include electric bicycles; Sec. 18-424. – is amended to prohibit the riding of electric bicycles on sidewalks or public foot walks, and creating a new section 18-427, 18-428, and 18-429 related to the regulation and enforcement of electric bicycles in city parks and recreational areas.
