D.    PUBLIC HEARING

 

1.      *Consideration of Update of City of East Providence Comprehensive Plan 2025 to 2035 pursuant to R.I.G.L. 45-22.2-8 – As continued from the May 7, 2025 City Council meeting. Video

 

·         Keith Byrnes, Planning Department, Department Head, address the board with a presentation and highlights of the 2025 Comprehensive Plan. Keith will be adding the recommendations of Candy Seal into the ’25 comprehensive plan.

·         Heather Andrade – Stated that public land (road) should not be used for developers; Page 203 of the new plan does not include the Map HCA.1 or Veterans Memorial Parkway

·         K. Eric Crook – from the planning board and who liked to consider an expert in the field requested that the council approve the current comprehensive plan which is best for the City of East Providence.

·         Candy Seal – Page 92 is omitting the sentence to continue to emphasize preservation of the parkway’s scenic character…., Page 243 under Historic and Cultural Resources adds the parkway but there is no mention of acknowledging the state’s guide plan. Asked the Council to insist that language to that acknowledges both the historic significance of the parkway and the city’s continued emphasis on the preservation of its character be placed in the 2025 Comprehensive Plan.

·         Daniel Baudouin – stated that he thought the plan was very good; felt that one area needs a little more focus which was the changes Candy Seal made regarding the parkway. 

 

VII.            COMMUNICATIONS – None

Any person who submits a communication to the Council and wishes to speak on it must indicate this in writing no later than 4:00 p.m. the Thursday prior to the next regularly scheduled Council meeting.  A person who lists more than one topic on their communication will be allowed to speak on the first one listed.

 

VIII.            PUBLIC COMMENT Video

All persons wishing to make public comment shall sign a public comment sheet stating their name, address and the subject of their comments.  Each speaker will be limited to three (3) minutes.  The order of speakers will be on a first come, first serve basis and the maximum time for public comment shall by limited to thirty (30) minutes per meeting.

 

·         Nancy Hale  address the council with the following questions and statements: Geese issue update – Crescent Park complaint, Dover Avenue Library 6/4/25,  Status on end of season farmers market, will talk to Councilman Lawson regarding right of way issue on Bullocks Point, school zone traffic lights will be on communication at later date
