EXETER TOWN COUNCIL

WORK SESSION

 

MAY 3, 2022

 

No.    1     CALL TO ORDER/ROLL CALL:  The Work Session of the Exeter Town Council was called to order at 6:30 p.m., on Tuesday, May 3, 2022. in the Program Room, Exeter Public Library, 773 Ten Rod Road, Exeter, Rhode Island.   

 

Roll Call:          Daniel W. Patterson, Present

                        Michael A. Lefebvre, Vice Present

                        Calvin  A. Ellis

                        Olivia DeFrancesco

                        Manuel Andrews

 

No.    2    FINANCIAL TOWN MEETING:  TOWN-WIDE FLYER:  Nothing to add.

 

No.    3    AMERICAN RESCUE PLAN ACT FUNDS:  TOWN PLAN:  The Town Council, Treasurer, Council Assistant, and Director of Public Works reviewed the potential uses of the funds.  The Council came to a consensus of a spending plan for the funds, $1.9 million dollars.

 

No.    4     FISCAL YEAR 2022-2023 BUDGET PREPARATION:  Treasurer, Maria Lawler, discussed Draft No. 6 of the proposed budget with Council.  Director of Public Works, Stephen Mattscheck, reviewed his budget with Council and discussed increases and new requirements that the Town has to comply with.

 

No.    5     SOLID WASTE MANAGEMENT ORDINANCE:  Council discussed various options to reduce costs of the Transfer Station.  Moved to a future Work Session agenda.

 

No.    6     NON-UNION EMPLOYEES BENEFITS POLICY:  Passed.

 

No.    7     CHARTER AMENDMENTS: DISCUSSION OF POTENTIAL AMENDMENTS: 

A four-year term for the Treasurer and Town Clerk and elected versus appointed were discussed.

 

No.    8     OTHER ADMINISTRATIVE ISSUES:  Passed.

 

No.    9    ADJOURNMENT:

 

The Work Session was adjourned at 9:12 p.m.
