No.    1   CALL TO ORDER/ROLL CALL: 

The Special Meeting of the Exeter Town Council was called to order at  6:30 p.m., on Thursday, May 19, 2022, in the Council Chambers, Exeter Clerk’s Office Building, 675 Ten Rod Road, Exeter, Rhode Island

No.    2   AMERICAN RESCUE PLAN ACT FUNDS:  TOWN PLAN:

Council reviewed the Plan.  No changes or action are required at this time.

No.    3    CONSIDERATION, DISCUSSION, AND POSSIBLE ACTION:  CHANGE TO PROPOSED FY 2022-2023 TOWN OF EXETER MUNICIPAL BUDGET: 

MOTOR VEHICLE REIMBURSEMENT:  Town Treasurer Maria Lawler explained to Council the State’s determination on how the car tax reimbursement can be applied within the Town budget.  All municipalities are in the same situation.  The Office of Municipal Affairs rejected the Town’s proposed budget due to the motor vehicle reimbursement.  The current Town’s Fund Balance is close to $2,000,000.00 .  Using $846,325.00 of the Fund Balance is significant.  Mr. Ellis explained the history of the Fund Balance and the agreement in support of increasing the Fund for emergencies such as the one presented.

MOTION made by Mr. Ellis to approve the use of $846,325.00 for the Fund Balance; seconded by Mr. Andrews; and voted unanimously in the affirmative.

No.    4    ADJOURNMENT:

MOTION made by Mr. Andrews  to adjourn the meeting; seconded by Ms. DeFrancesco; and voted unanimously in the affirmative.
