No. 2: CALL TO ORDER/ROLL CALL: The Special Meeting of the Exeter Town Council was called to order at 6:30 p.m. on Monday October 17, 2022, held in the Town Council Chambers, Town Clerk’s Office 675 Ten Rod Road, Exeter.

APPOINTMENT: ELECTIONS ADMINISTRATOR:

Discussion on the letters received for the position, the town has hired three people all that have quit. Mr. Ellis has spoken to Esteban Beeter-Mestre, he had submitted a letter

of interest, he has been interview by Mary B. Hall Chair of the Board of Canvassers and Maria Lawler, Treasurer.

MOTION made by Mr. Andrews to appoint Esteban Beeter-Mestre to the position of Elections Administrator seconded by Ms. DeFrancesco; voted unanimously in the affirmative.

No. 4 EXECUTIVE SESSION: Motion made by Ms. DeFrancesco to enter into Executive session under Personnel RIGL 42-46-5(a)(1) and Labor RIGL 42-46-5(a)(1) at 6:45 p.m. seconded by Mr. Andrews; Mr. Patterson yes, Mr. Lefebvre yes, Mr. Ellis yes, Ms. DeFrancesco yes, Mr. Andrews yes. Motion carries

Council entered into Executive Session at 6:45p.m.

Council adjourned Executive Session at 7:30 p.m. and reassembled in open session.

MOTION made by Mr. Lefebvre to seal the minutes of the Executive Session; seconded by Ms. DeFrancesco; voted unanimously in the affirmative.

MOTION made by Mr. Lefebvre to affirm all votes taken in Executive Session; seconded Mr. Patterson; voted unanimously in the affirmative.

No. 5 CONSIDERATION, DISCUSSION, AND POSSIBLE ACTION: APPOINTMENT: INTERIM PUBLIC WORKS DIRECTOR:

Robert Shappy is the Road Superintendent, not in the union, and familiar with the work.

Mr. Findlay will work on developing a Job description for Director of Public Works.

MOTION made by Mr. Ellis to appoint Robert Shappy as interim Director of Public Works, seconded by Ms. DeFrancesco; voted unanimously in the affirmative.

No. 6 OTHER ADMINISTRATIVE ISSUES:

There were no other administrative issues.

MOTION made by Mr. Patterson to adjourn the meeting; seconded by Mr. Andrews; voted unanimously in the affirmative.

The Special Meeting was adjourned at 8:00 p.m.

The next Regular Meeting of the Exeter Town Council is scheduled for Monday November 7, 2022 at 7:00 p.m.
