SPECIAL MEETING
JUNE 20, 203
Town Council Member Olivia DeFrancesco led Council and the Public in the Pledge of Allegiance.
The Special Meeting of the Exeter Town Council was called to order at 6:31 p.m., on Tuesday, June 20, 2023, in Council Chambers, Exeter Clerk’s Office, 675 Ten Rod Road, Exeter, Rhode Island.

Mr. Ellis is absent from tonight’s meeting for personal medical reasons and regrets that he will not be in attendance to be part of tonight’s discussions and decisions.

The ordinance needs a minor change in order to be in full compliance with State requirements concerning flood hazard areas. There is a deadline of mid-July. If it is not in compliance by then, it could have consequences for certain residents if affected.
MOTION made by Mr. Patterson to schedule a Public Hearing on
July 10, 2023, to amend Exeter Code of Ordinances, Chapter 22,
Article IV, Section 22-52(a) Entitled “Special Flood Hazard Areas”;
seconded by Ms. DeFrancesco; and voted unanimously in the affirmative.
No. 4: ADDITIONAL COMPENSATION: SOCIAL SERVICES DIRECTOR: Ms. DeFrancesco noted that Ms. DeMartino provides 24/7 assistance to Exeter residents who are in need and has gone above and
beyond in securing outside funding and creating programs for Exeter’s
elderly and disadvantaged residents, which would not be possible without
her hard work would not be possible.
MOTION made by Ms. DeFrancesco to give Social Services Director Jessica DeMartino a one-time additional compensation of $2,203.00; seconded by
Mr. Lefebvre.
Discussion: Mr. Lefebvre noted that this is compensation for grants that she secured and did the administration work on (10%). The Ethics Commission
could not give an opinion because the Town had already received the grant.
This is an attempt to award her for bringing additional funds into Town, which
in turn helps residents through Social Services.
Back to the Motion: Voted unanimously in the affirmative.
No. 5: EXECUTIVE SESSION:
MOTION made by Mr. Patterson to enter into Executive Session to discuss Personnel [RIGL 42-46-5(a)(1)] and Acquisition of Real Property [RIGL
42-46-5(a)(5); seconded by Ms. DeFrancesco; and voted as follows:

Olivia DeFrancesco Yes
Diane Bampton Allen Yes
Motion passes.
Council entered into Executive Session at 6:36 p.m.
Council adjourned Executive Session at 9:02 p.m.
MOTION made by Ms. Allen to seal the minutes of the Executive Session;
seconded by Ms. DeFrancesco; and voted unanimously in the affirmative.
There were no Other Administrative Issues.
MOTION made by Ms. DeFrancesco to adjourn the meeting; seconded
by Ms. Allen; and voted unanimously in the affirmative.
The Special Meeting was adjourned at 9:04 p.m.
