SPECIAL MEETING

 

NOVEMBER 25, 2024

 

 

No.   1     PLEDGE OF ALLEGIANCE:

 Council led the Public in the Pledge of Allegiance.

 

No.   2     CALL TO ORDER/ROLL CALL:  

The Special Meeting of the Exeter Town

Council was called to order at 6:31p.m., on Monday, November 25, 2024, in Council

Chambers, Exeter Clerk’s Office, 675 Ten Rod Road, Exeter, Rhode Island.

No.   3     REQUEST FOR LETTER OF SUPPORT:  VERIZON’S APPLICATION

TO COMMERCE RI CAPITAL PROJECT FUND REQUEST FOR PROPOSAL:  EXPANSION OF FIBER OPTIC NETWORK TO FACILITATE BROADBAND

ACCESS FOR UNDERSERVED RESIDENTS AND BUSINESSES:  Expansion of

Verizon’s broadband services would be extremely beneficial, in many ways, to Exeter

residents who do not have enough broadband width or none at all.

 

MOTION made by Mr. Ellis to send a Letter of Support to Verizon in support of their

broadband project; seconded by Mr. Lefebvre; and voted unanimously in the affirmative.

 

 

 

 

No.   4      REMARKS:  Town Council President Daniel W. Patterson: 

Councilman Michael Lefebvre was thanked by Council for his service the past two terms.  He will be missed.

 

Mr. Lefebvre extended his thanks, especially to those who helped and guided him.  It has been his pleasure to serve.  He has made new friends and feels he has earned a political science degree.  Exeter is a great town and has great employees, a skeleton crew, “who give it their all and do a great job.”  His hope is that the incoming Council will continue to put issues before party and serve the Public to the best of their ability. 

 

Mr. Patterson thanked the staff for the past two years.  He remembers when the current Town Planner started with the Town.  Coming from Warwick, he was amazed how much work gets done with such a small staff. 

 

Mr. Patterson inquired of Mr. Ellis how many years he has served as a Council Member.  He

has served 19 years consecutively and ten before.  He grew up in Exeter, loves it, and wants

to take care of it.  It is his pleasure to work with everyone that feels the same.

 

No.   5     PRESENTATION OF NEWLY ELECTED TOWN COUNCIL MEMBERS

AND ADMINISTRATION OF OATH OF OFFICE:  The following newly-elected

Town Council Members were called to Council Table and administered the Oath of

Office by RI Senator Elaine Morgan. 

 

Daniel W. Patterson

Diane Bampton Allen

Calvin A. Ellis

Raymond A. Morrissey

 

They were elected on November 5, 2024 to serve the ensuing two-year term,

November 2024 through November 2026.

 

No.   6    PRESENTATION OF NEWLY ELECTED TOWN OFFICIALS

AND ADMINISTRATION OF OATH OF OFFICE:  The following newly-

elected Town Officials were called forward and administered the Oath of  Office

by RI Senator Elaine Morgan. 

 

                        Peter V. Lacouture, Town Moderator

Scote N. Miller, Town Sergeant

Shelley O’Connor, School Committee Member

 

The Moderator and Town Sergeant were elected on November 5, 2024, to serve the

ensuing two-year term, November 2024 through November 2026.  Ms. O’Connor was

elected on November 5, 2024, to serve the ensuing four-year term, November 2024

through November 2028.

 

 

 

 

No.   7    ELECTION OF TOWN COUNCIL PRESIDENT: 

Mr. Patterson

called for a motion for election of a Town Council President for the ensuing term.

 

MOTION made by Ms. Allen to elect Daniel Patterson as Town Council

President; seconded by Mr. Morrissey; and voted as follows:

 

 

Daniel W. Patterson                            Abstain

Diane Bampton Allen              Yes

Calvin A. Ellis                         Yes

Raymond A. Morrissey                       Yes

 

Motion passes.

 

Mr. Patterson will serve as Town Council President for the ensuing two-year term,

November 2024 through November 2026.

 

No.   8     ELECTION OF TOWN COUNCIL VICE PRESIDENT:  

Mr. Patterson

called for a motion for election of a Town Council Vice President for the ensuing term.

 

MOTION made by Ms. Allen to elect Raymond Morrissey as Town Council

Vice President; seconded by Mr. Patterson; and voted as follows:

 

Daniel W. Patterson                            Yes

Diane Bampton Allen              Yes

Calvin A. Ellis                         Yes

Raymond A. Morrissey                       Abstain

 

Motion passes.

 

Mr. Morrissey will serve as Town Council Vice President for the ensuing two-year

term, November 2024 through November 2026.

 

No.   9     ADJOURNMENT:

 

MOTION made by Mr. Patterson to adjourn the meeting; seconded by Ms. Allen;

and voted unanimously in the affirmative.

 

The Special Meeting was adjourned at 7:41p.m.

 

The next Regular Meeting of the Exeter Town Council is scheduled for Monday,

December 2, 2024, at 7:00 p.m.
