SPECIAL MEETING
APRIL 17, 2025
Council led the Public in the Pledge of Allegiance
The Special Meeting of the Exeter Town Council was called to order at 6:30 p.m., on Thursday, April 17, 2025, in Council Chambers, Exeter Clerk’s Office, 675 Ten Rod Road, Exeter, Rhode Island.
Roll Call: Daniel W. Patterson Yes
Raymond A. Morrissey Yes
Diane Bampton Allen Yes
Olivia DeFrancesco Absent
Calvin A. Ellis Absent
Also Present: Lynn M. Hawkins, Town Clerk
Council Assistant, Kenneth Findlay
A. PUBLIC WORKS BUDGET:
Public Works Director, Rob Shappy presented his budget proposals, justifications, and
future plans at length.
Public Works: He discussed the operating budget increase, truck purchase plan, road improvements plans, and capital improvement plans.
Animal Shelter: The operating budget is level funded. He proposes adding to the Capital Improvement Plan for septic upgrade and kennel wall reconditioning.
Transfer Station: The operating budget is level funded. He proposes adding to the Capital Improvement Plan to do facility upgrades.
Chelsea Park/Reynolds Field: He proposes upgrades to Chelsea Park and a new fence.
He proposes an “Adolescent Recreation Area” at Reynolds Field.
MOTION made by Mr. Patterson to take a recess; seconded by Mr. Morrissey;
and voted unanimously in the affirmative.
Council entered into recess at 8:20 p.m.
MOTION made by Mr. Patterson to reconvene; seconded by Ms. Allen;
and voted unanimously in the affirmative.
Council reconvened at 8:39 p.m. and continued with the meeting.
B. BUDGET PREPARATION:
Town Treasurer, Maria Lawler, presented the draft proposed budget. Discussion ensued.
Council will meet again after it has had time to review.
MOTION made by Mr. Morrissey to adjourn the meeting; seconded by
Ms. Allen; and voted unanimously in the affirmative.
The Special Meeting was adjourned at 9:30 p.m.
