No.   2:   CALL TO ORDER AND ROLL CALL:

The Special Meeting of the Exeter Town Council was called to order at 6:30 p.m. on Monday, November 10, 2025, in the Town Council Chambers, in the Exeter Town Clerk’s Office, 675 Ten Rod Road, Exeter, Rhode Island.

No.  3   PUBLIC COMMENT:

Asa Davis, 146 Beechwood Hill Trail, Exeter:  1) Mr. Davis welcomed Joe Turner, the newly-appointed Council Member; 2) Organizations require members with strong character and high integrity.  For years, questionable expenditures by the previous Public Works Director were ignored by Council; 3) The new Public Works Director inherited the Public Works issues and

is working toward righting them, but will take years; 4) He believes the Town’s Solicitors should recuse from representing on Davis cases for advising on an expired injunction; 5) Regarding the Davis adverse possession case, the Town claims ownership of the land past the cul-de-sac, yet the Supreme Court claims there was no acceptance of it by the Town; 6) He has confidence that Council, with its two new members, will have the integrity and backbone to deal with the difficult tasks and issues before it.

Mr. Davis left the meeting at 6:39 p.m.

No.   4   EXECUTIVE SESSION:

MOTION made by Ms. Allen to enter into Executive Session under RIGL

42-46-5(a)(2), Litigation; seconded by Mr. Schiffer; and voted unanimously

in the affirmative.

Council entered into Executive Session at 6:39 p.m., adjourned Executive Session

at 8:25 p.m., and reassembled in Open Session.

MOTION made by Ms. Allen to affirm all votes taken in Executive Session

and to seal the minutes of Executive Session; seconded by Mr. Schiffer; and

voted unanimously in the affirmative.

No.   5   ADJOURNMENT:

MOTION made by Ms. Allen to adjourn the meeting; seconded by Mr. Morrissey;

and voted unanimously in the affirmative.

The Special Meeting was adjourned at 8:26 p.m.
