The Johnston Town Council held a special meeting on Wednesday, July 13th, 2022 at the Johnston Municipal Court, 1600 Atwood Avenue, Johnston, RI 02919.

 

Council Vice-President Polisena called the meeting to order at 5:03 P.M.

 

·         Roll call

All Councilmembers were present except for Council President Russo

Also present were: Mayor Joseph M. Polisena, Douglas Jeffrey, William J. Conley, Jr., Esq, Vincent P. Baccari, Jr and Donna Dumont, stenographer

 

Public Hearing:

 

·         Ordinance 2022-12 : An Ordinance appropriating $120,547,767 for the support and adoption of the Town Governmental Budget, Personnel Classification, Salary Plan and Tax Levy for the Fiscal Year ending June 30, 2023

Mayor Polisena presented his final budget proposal announcing that there will be no tax increase

The Mayor highlighted his Administration’s accomplishments including the Town’s much improved bond rating, improvements to the Town’s public safety equipment and facilities, Recreation field and facilities improvements, the many new businesses that have settled in Town and the up-coming building and renovations of the Town’s Schools all with no tax increase.

Mayor Polisena noted that these accomplishments were possible because the Town Council and School Committee worked hard alongside him. Mayor Polisena thanked the Town Council, School Committee, his Department Directors and the Town Employees for their support over the years as this is his last budget Proposal due to his term ending.

 

Discussion ensued regarding budget projections for inspection and tax collection revenues

 

Discussion also took place with the School Superintendent, School Committee Chairman and the School’s Business Manager regarding the School Department’s Budget Allocation

 

Council Vice-President Polisena opened the hearing to public comment

No person spoke for or against Ordinance 2022-12

 

Councilwoman Garzone made a motion that the public hearing for Ordinance 2022-12 had been held

The motion was seconded by Councilman Civetti

Motion carried; Vote 4-0

 

Councilman Civetti made a motion to adopt Ordinance 2022-12 adopting the FY 2022-2023 Town Governmental Budget, Personnel Classification, Salary Plan and Tax Levy

The motion was seconded by Councilwoman Folcarelli

District 5: Aye to adopt

District 3: Aye to adopt

Motion carried; Vote 4-0

Reading of Ordinances

 

·         Ordinance 2022-13 : An Ordinance ordering the assessment and collection of property tax on the ratable real estate, tangible personal property and an excise tax on registered motor vehicles and trailers

Councilwoman Garzone made a motion that Ordinance 2022-13 had been read

The motion was seconded by Councilwoman Folcarelli

Motion carried; Vote 4-0

Public Hearing will take place on August 9, 2022

 

·         Ordinance 2022-14 : An Ordinance authorizing the Town to issue, not to exceed $215,000,000 General Obligation Bonds, Notes and Other Evidences of Indebtedness to finance the Construction, Additions, Renovation, Improvement, Alteration, Repair, Furnishing and Equipping of Schools and School Facilities throughout the Town

Councilman Civetti made a motion that Ordinance 2022-14 had been read

The motion was seconded by Councilwoman Garzone

Motion carried; Vote 4-0

Public Hearing will take place on August 9, 2022

 

·         Ordinance 2022-11 : An Ordinance Amending Article XVII, Chapter 220, Section 90 of the Town of Johnston Code of Ordinances Entitled “Through Trucking” Said Ordinance would Prohibit Through Trucking on Tabor Drive, Teakwood Drive and Milton Street.

Councilwoman Garzone made a motion that Ordinance 2022-11 had been read

The motion was seconded by Councilman Civetti

Motion carried; Vote 4-0

Public Hearing will take place on August 9, 2022
