MEETING MINUTES

I. The Planning Board of the Town of Johnston held a special meeting at 6:00 p.m. on Tuesday, June 20,2023 at the Johnston Senior Center, 1291 Hartford Avenue, Johnston, RI.

 

 Public Hearing on the FY 2022 Community Development Block Grant Program. 

   Mr. Deller explained the Block Grant Program and gave examples on what kind of projects we can seek funding for.

Improvements of development of public parks, improvement to Municipal buildings, infrastructure problems, drainage problems, sidewalk issues, pre planting, things along that nature. 

There will be a second hearing at our next planning board meeting where we will explain what we are proposing to seek on funds for. Citizens were requested to share their views on community development and housing needs in the community and on program performance. It is anticipated that the Town will file at least one application for funding, if not the maximum number of applications permitted by program rules.

April 11th, Meeting Minutes Approved by Mr. Prata.  Seconded by Mr. Pingitore.  VOICE VOTE; ALL in favor.

V.  NEW BUSINESS

   PB 23-06 – Sitwell Park, LLC – Request to combine Master and Preliminary stages and a Public Hearing on   a Preliminary Plan of a Major Subdivision to create four lots. – AP 54 Lot 80 – 2113 Hartford Avenue – Property Zoned – B-3.  Applicant Sitwell Park, LLC.

Mr. Pingitore made the motion to approve and merge the master and preliminary plan and approve the plan as modified by subdivision.  Seconded by Mr. Prata.  Voice Vote; All in favor.

PB 23-13 – Zoning Map Amendment Advisory Opinion– behind 8 Putnam Pike – Rezone from R-15 to B-2.  AP 38 Lot 164.  Applicant: Michael A Bass, Manager of 2-8 Putnam Pike LLC.

Mr. Prata made the motion to move for approval.  Seconded by Mr. Pingitore.  Voice Vote; All in favor.

 

PB 23-14 – Zoning Map Amendment – 1725 Plainfield Pike – Rezone from R-20 to R-7.  AP 26 Lots 77, 85, 111 and 149.  Applicant: Plainfield Partners, LLC.

Mr. Prata made the motion to accept the rezoning.  Seconded by Mr. Pingitore.  Voice Vote; All in favor.

 

PB 23-15 – Johnston elementary School - Master Plan for a Major Land Development – Located behind 1651 Atwood Avenue – a portion AP 47 Lots 8 and 9.  Applicant: Town of Johnston.

Mr. Prata made the motion to accept PB 23-15 with all the attachments.  Seconded by Mr. Peloquin.  Voice Vote; All in favor

 

VI. COMPREHENSIVE PLAN

PB 22- 57- The Johnston Comprehensive Plan – Review of April 20th, 2023 public workshop and discussion of May public workshop.

 

 

 

VII.  ADMINISTRATIVE REPORT & SPECIAL ITEMS

Mr. Pingitore made a motion to approve the administration and special report items for our annual report as submitted by the town planner.  Seconded by Mr. Prata.  Voice Vote; All in favor. 

 

PB 23-07 - Putnam Pike Mixed Use Development – Sunn Builders – Smithfield – Review and comment and possible vote on comments to the Smithfield Planning Board

Moved to future meeting due to needing appropriate application material to file.
