The Planning Board of the Town of Johnston held a meeting at 6:00 p.m. on Tuesday, October 3rd,2023 at the Johnston Senior Center, 1291 Hartford Avenue, Johnston, RI.

September 5th, Meeting Minutes Approved by Mr. Prata. Seconded by Ms. Ferranti. VOICE VOTE; ALL in favor.
PB 23-31 – 54, 58 & 60 Jackson Avenue - Minor Subdivision to create three lots. Located at 54, 58 & 60 Jackson Avenue. AP 16 Lots 251 and 254. Applicant – Premium Home Builders LLC. Applicant not present. Mr. Prata made the motion to continue. Seconded by Mr. Lazzareschi and Mr. Pingitore. Voice Vote; All in favor.
PB 23-34 – Revisions to the Land Development and Subdivision Regulations – DRAFT Language to bring the Regulations into conformance with revised state law. Discussion
PB 23-35 - Revisions to the Zoning Ordinance – DRAFT Language to bring the Ordinance into conformance with revised state law. Discussion
PB 23-37 – The Gateway – Advisory Opinion and Master Plan Review – Proposed Rezoning of AP 42 Lots 31, 104 and 105 from R-40 to Planned District to develop 21 units of housing for 55 and over. Property is located west of Victoria Street, south of Putnam Pike and east of I-295. Mr. Pingitore made the motion to approve the plan as submitted. Recommendation is that the Comprehensive Plan future land use map designates this area as low-density residential area, however, there is nothing in the Comprehensive Plan that talks about the changing nature of land use. Staff has no objection to the request to grant the zone change to P. B-2 must be noted however that there are several inconsistencies within the plan when the valuation in accordance with Article XV Planned Districts Housing and if the council does not modify these requirements when it grants the zone change, this project cannot move forward as presented. Seconded by Ms. Ferranti. Voice Vote; All in favor.
PB 22-55 – Kentucky Fried Chicken– Master Plan for a Minor Land Development with Unified Development Review- Located at 1477 Atwood Avenue AP 20 Lots 10 and 11. Zoned B-2 – Applicant D.E, Foods, LLC
Ms. Ferranti made the motion to approve the Special Use Permit. The staff believes this overall plan conforms to the intent and at Zoning Ordinance further it is likely given that the information submitted to date that a Special Use Permit for a drive-through. Also, approving Master Plan subject to the condominium concerns raised by the Board in the staff report. Seconded by Mr. Prata. Voice Vote; All in favor.
