PB 25-27 –86 & 86 ½ Leading Street Minor Subdivision - Public Hearing on a Preliminary Plan to create four undersized lots. Applicant may need Unified Development Review under either the Oversized Lot provisions or the neighborhood character-based modifications provisions of RIGL 45-23. AP 15 Lots 447 & 448. Zoned R-15. Applicant – Joan Faiola.
Exhibit A: Parcel Division accepted by Mr. Lazzareschi. Seconded by Mr. Pingitore.
EXHIBIT B: Lot line accepted by Mr. Lazzareschi. Seconded by Mr. Pingitore.
Exhibit C: Photos accepted by Mr. Pingitore. Residents Al Carnevale and David Pingitore stated their concerns. Mr. Lazzareschi made the motion to close the public meeting. Mr. Pingitore made the motion to approve the second plan with the three lots and there are going to be 3 stipulations on the motion. First stipulation is that Lot A is going to come up to 4,950 square feet. So, you have to change that property line a little bit. Also stipulating that on lot A, the size of the house max is going to be a two-bedroom shotgun ranch, two bed, one bath, small house. Third stipulation on Lot C, which is the third lot to the right, that house can be a three bedroom, two bath. I would also like to see three-car off street parking on Parcel A and Parcel C. Mr. Cartier second the motion. All in favor.
PB 25-45 – Santa Circle – Continued from November 4th, 2025 - Pre-Application discussion on the creation of three (3) new lots which will be undersized and making Santa Lane a Town Road. AP 57 Lots 85 and 347. Property is Zoned R-40. Owner/Applicant – Thomas, William, Anthony and Robert Santagata. Discussion
PB 25-47- 44 Pocasset Street – Continued from November 4th, 2025 - A Public Hearing on a Minor Subdivision with Unified Development Review to create three lots and develop three duplex residential structures. AP 2 Lot 25. Property is Zoned R-15. Owner/Applicant Mohamad Yaser Sasa & Rhonda A. Sasa.
Mr. Lazzareschi made the motion to reopen public hearing. Second by Gina-Sabitoni-Arakelian. All in favor. Resident Deanna Forte spoke. Miss Gina Sabitoni-Arakelian made the motion to close the public hearing. Seconded by Mr. Cartier. All in favor. Mr. Cartier made the motion to take the Planner’s report with the findings of fact, Lots 23 and 24 with no ADUs, and made the motion to limit 25with no ADU at this time. Seconded by Mr. Prata. All in favor. Mr. Lembo made the motion to approve the subdivision with the findings of the fact from the Planning Report. Seconded by Mr. Prata. All in favor.
PB 25-56 – 16 Elmdale Avenue – Continued from November 4th, 2025 - Advisory Opinion – Grant of stormwater easement. Continued to the January 6th meeting.
PB 25-54 – Salina Drive and Ostend Street Sewer Improvements. Public Hearing on the proposed upgrades to the Salina Avenue sewer line and the elimination of the Ostend Street pump station and force main.
PB 25-62 – 1140 Atwood Avenue – Public Hearing for a Preliminary Plan of a Major Land Development with Unified Development Review to develop three duplex units on AP 24 Lot 107. Property is zoned B2. Owner and Applicant – Elena Pagliarini.
Mr. Lazzareschi made the motion to continue to the January 6th meeting. Seconded by Mr. Prata. Voice vote; All in favor.
PB 25-61 – Land Development and Subdivision Review Regulations – Discussion on draft revisions to bring the regulations into conformance with updated state law.
Discussion on a potential special meeting to discuss the operation of the Board and
its rights and powers under the law.
